Royal Commission for Al-Ula: Decision 471147 Implementing the Penalties Stipulated in the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification

Arabic

The Governor of the Royal Commission for Ula Governorate,

based on the powers entrusted to him by law,

based on Royal Order O/38 dated 29 Muharram 1442 [17 September 2020], which stipulates in clause First of it the approval of the Statute of the Royal Commission for Ula Governorate, in the form attached to the royal order,

and based on the provisions of clauses Third and Fourth of the mentioned royal order,

based on the provisions of article 7(20) of the Statute of the Royal Commission for Ula Governorate referred to above,

after perusal of article 19 of the Environment Law issued by Royal Decree D/165 dated 19 Dhu Al-Qa’dah 1441 [10 July 2020],

after perusal of schedule 1 of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification of the Environment Law issued by Minister of Environment, Water, and Agriculture Decision 354566/1/1442 dated 25 Jumada Al-Thani 1442 [7 February 2021], which includes the violations and punishments related to this,

after perusal of clause 62 of the Strategic Authorities Matrix issued by the Board of Directors of the Royal Commission for Ula Governorate Decision T/26/25 dated 19 Jumada Al-Awwal 1447 [10 November 2025],

and after perusal of Royal Commission for Ula Governorate Decision 471109 dated 4 Jumada Al-Thani 1447 [25 November 2025], regarding the inventory of vegetative cover lands within the geographical scope of the Royal Commission for Ula Governorate,

and in implementation of the strategic objectives of the commission regarding the conservation of nature, and in order to protect the vegetative cover lands,

hereby decides

First

The violations stipulated in schedule 1(14), (15), (16), (17), and (18) of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification and the punishments stipulated in the mentioned regulation are hereby implemented to all vegetative cover lands identified by the commission, regardless of their classification status.

Second

The commission shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

Third

This decision must be published in the official gazette and the website of the commission, and comes into force after the lapse of 30 days from the date of its publication in the official gazette.

Fourth

This decision must be communicated to those who are required to implement it and act upon it.

Ministry of Tourism: Decision 1447/3540 Abolishing the Regulation of Experimental Activities

The Minister of Tourism,

based on the powers entrusted to him by law,

based on the Tourism Law issued by Royal Decree D/18 dated 26 Muharram 1444 [24 August 2022],

after perusal of the Experimental Activities Regulation, issued by Ministerial Decision 2294 dated 19 Jumada Al-Awwal 1444 [13 December 2022], and Ministerial Decision 2370 dated 25 Jumada Al-Awwal 1444 [19 December 2022], which includes the approval of procedural guides for the regulations,

after perusal of the Rules and Procedures for the Work of the Committee for Examining Applications to Practice Experimental Tourism Activities, issued by Ministerial Decision 3221 dated 22 Sha’ban 1444 [14 March 2023],

after perusal of Ministerial Decision 1447/1275 dated 13 Rabi Al-Thani 1447 [5 October 2025], approving the amendments to the Schedule and Rules of Violations and Punishments for Tourism Activities,

and in view of the need to reorganise the work involved in identifying, examining, and monitoring experimental tourism activities,

and in pursuance of public interest,

hereby decides

First

The Experimental Activities Regulation, issued by Ministerial Decision 2294 dated 19 Jumada Al-Awwal 1444 [13 December 2022], is hereby repealed.

Second

The Rules and Schedule of Violations and Punishments for Experimental Activities, set out in Ministerial Decision 2298 dated 19 Jumada Al-Awwal 1444 [13 December 2022], as amended by Ministerial Decision 1447/1275 dated 13 Rabi Al-Thani 1447 [5 October 2025], are hereby repealed.

Third

The Procedural Guides for the Experimental Activities Regulation, issued by Ministerial Decision 2370 dated 25 Jumada Al-Awwal 1444 [19 December 2022], are hereby repealed.

Fourth

The Rules and Procedures for the Work of the Committee for Examining Applications to Practice Experimental Tourism Activities, issued by Ministerial Decision 3221 dated 22 Sha’ban 1444 [14 March 2023], are hereby repealed.

Fifth

This decision must be published in the official gazette, comes into force from the date of its publication, and repeals any provisions that conflict with it.

Sixth

This decision must be communicated to those who are required to implement it.

Chairman of the Board of Directors of the National Center for Waste Management,

based on the powers entrusted to him by law,

based on article 10(1) of the Waste Management Law issued by Royal Decree D/3 dated 5 Muharram 1443 [13 August 2021], which stipulates that the center shall: “issue the standards and requirements that the service provider and the waste producer must follow”,

article 4(1) of the Statute of the National Center for Waste Management issued by Council of Ministers Decision 457 dated 11 Sha’ban 1440 [16 April 2019],

and article 43 of the Executive Regulation of the Waste Management Law issued by Ministerial Decision 1443/1/332291 dated 18 Shawwal 1443 [19 May 2022],

and based on article 27 of the Financial Control Law, which stipulates that “the minister shall issue the regulation within 120 days from the date of publication of the law in the official gazette, and it comes into force from the date the law enters into force. The minister may issue executive decisions, instructions, manuals, and forms necessary for the implementation of the law.”

First

The amendment of the period specified in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments in Accordance with the Provisions of the Law of Carriage by Land on Roads and the Executive Regulation for Educational Transport Activity, in accordance with article 25(1)(d), is hereby approved to read as follows:

The obligation to pass the professional competence test in order to obtain a professional driver card is as follows:

(a） For drivers holding a valid driver card: The obligation commences from the date of expiry of the card, following the launch by the authority of the “Professional Qualification Program for Bus Transport Drivers”.

(b） For drivers who do not hold a driver card or whose driver card has expired: The obligation commences from the date of the launch by the authority of the “Professional Qualification Program for Bus Transport Drivers”.

Second

This decision comes into force on the date of its issuance, and must be published in the official gazette.
