The Minister of Tourism,

based on the powers entrusted to him by law,

based on the Tourism Law issued by Royal Decree D/18 dated 26 Muharram 1444 [24 August 2022],

based on article 13 of the Travel and Tourism Services Regulation, issued by Ministerial Decision 3825 dated 16 Dhu Al-Hijja 1447 [2 June 2026], which stipulates that “The amount of the financial guarantee, provided that it does not exceed 2,000,000 Riyal, the type of insurance policy, and the category for which the submission of the financial guarantee, the insurance policy, or both together is required to obtain the license must be determined by a decision of the minister or whoever he authorizes,”

and in pursuance of public interest,

hereby decides

First

To obtain a license for travel and tourism services for the “General Travel and Tourism Services” category, a financial guarantee of 50,000 (fifty thousand) Saudi Riyal must be provided.

Second

As an exception to the provisions of clause First of this decision, to obtain a license for travel and tourism services for the “General Travel and Tourism Services” category—if the services for which a license is sought include “arranging visa issuance services for those wishing to come to the Kingdom”—a financial guarantee of 800,000 (eight hundred thousand) Saudi Riyal must be provided.

Third

This decision replaces Ministerial Decision 2301 dated 19 Jumada Al-Awwal 1444 [13 December 2022], and repeals all previous decisions in conflict with it.

Fourth

This decision must be published in the official gazette, and comes into force on the date of its publication.

Fifth

This decision must be communicated to those who are required to implement it and act upon it.

based on article 16(5) of the Tourism Law, which stipulates that “the minister shall issue a schedule detailing the classification of violations and the corresponding punishments—stipulated in paragraph 1 of this article—along with their amount and duration, taking into account the progression of the punishment, and the schedule must include violations for which the fine does not exceed 10,000 Riyal, which must be issued immediately by the competent inspector upon detection”,

and with reference to Ministerial Decision 2298 dated 19 Jumada Al-Awwal 1444 [13 December 2022], approving the Schedule and Rules of Violations and Punishments for Tourism Activities, as amended by Ministerial Decision 1275 dated 13 Rabi Al-Thani 1447 [5 October 2025],

and in pursuance of public interest,

hereby decides

First

The amendment to the Schedule and Rules of Violations and Punishments for Tourism Activities is hereby approved in accordance with the form attached.

Second

The Schedule and Rules of Violations and Punishments for the Operation of Tourist Hospitality Facilities, set out in the annex to Ministerial Decision 2298 dated 19 Jumada Al-Awwal 1444 [13 December 2022], as amended by Ministerial Decision 1275 dated 13 Rabi Al-Thani 1447 [5 October 2025], hereby continues to apply until 25 Muharram 1449, corresponding to 30 June 2027, and the Schedule and Rules of Violations and Punishments for the Operation of Tourist Hospitality Facilities attached to this decision comes into force on 26 Muharram 1449, corresponding to 1 July 2027.

Third

The Schedule and the Rules of Violations and Punishments attached to this decision hereby apply to the clauses of violations not covered by the Schedule and the Rules of Violations and Punishments for the Operation of Tourist Hospitality Facilities in the Cities of Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah During the Hajj Season, issued by Ministerial Decision 1448/595 dated 29 Safar 1448 [12 August 2026].

Fourth

This decision must be published in the official gazette, and comes into force on the date of its publication.

Fifth

This decision repeals all decisions in conflict with it.

Sixth

This decision must be communicated to those who are required to implement it.

Second

All licensees operating a tourist hospitality facility whose licenses are valid before the entry into force of the regulation referred to in clause First of this decision shall rectify their status in accordance with the mechanism attached to this decision within 90 days from the date of its entry into force.

Third

This decision must be published in the official gazette, and comes into force on 26 Muharram 1449, corresponding to 1 July 2027, and repeals all provisions in conflict with it.

Fourth

This decision must be communicated to those who are required to implement it.

based on article 2(2) of the Tourism Law, which stipulates that “the regulation must specify the provisions governing the obtaining of licenses and permits, the standards and requirements for practicing tourism activities falling within the mandate of the ministry, and the classification of activities”,

based on article 11 of the Tourism Law, which stipulates that “the regulation must determine the financial consideration in accordance with the following:

1. Licenses for tourism activities provided by the ministry.

2. The services and works provided by the ministry under the provisions of the law and the regulation.”

and in pursuance of public interest,

hereby decides

First

The Private Hospitality Unit Regulation is hereby approved in accordance with the form attached.

Second

The regulation referred to in clause First of this decision hereby replaces the Private Tourist Hospitality Facility Regulation issued by Ministerial Decision 2295 dated 19 Jumada Al-Awwal 1444 [13 December 2022], and the phrase “Private Hospitality Unit” hereby replaces the phrase “Private Tourist Hospitality Facility” wherever it appears.

Third

Those with valid permits prior to the issuance of this decision shall rectify their status in accordance with the mechanism attached to this decision within a period not exceeding 90 days from the date of its entry into force.

Fourth

This decision must be published in the official gazette, comes into force from the date of its publication, and repeals any provisions that conflict with it.

Fifth

This decision must be communicated to those who are required to implement it.

First

The amendment to the Instructions for the Operation of Tourist Hospitality Facilities of the Lodge Type During the Hajj Season—approved by the competent entity—in the City of Makkah Al-Mukarramah and City Al-Madinah Al-Munawwarah is hereby approved, in accordance with the form attached.

Second

The exemption of the applicant for a license to operate a tourist hospitality facility of the lodge type during the Hajj season—determined by the competent authority each Hijri year—in the cities of Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah from complying with the following requirements is hereby continued:

1. Direct connection to the tourism monitoring platform provided in article 6(1) of the Tourist Hospitality Facility Regulation.

2. Meeting the criteria for licensing a lodge approved by Ministerial Decision 2300 dated 19 Jumada Al-Awwal 1444 [13 December 2022], provided that it meets the criteria for licensing and classifying a lodge during the Hajj season attached to this decision.

Third

The period of validity of the lodge license during the Hajj season in the cities of Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah is 90 days, non-renewable.

Fourth

This decision comes into force on the date of its adoption, and must be published in the official gazette.

Fifth

This decision repeals all previous decisions in conflict with it, and it must be communicated to those who are required to implement it and act upon it.

Second

The rules and schedule must be published in the official gazette, and come into force from the date of its publication.

Third

This decision repeals all previous decisions in conflict with it.

Fourth

This decision must be communicated to those who are required to implement it and act upon it.

First

The Experimental Activities Regulation, issued by Ministerial Decision 2294 dated 19 Jumada Al-Awwal 1444 [13 December 2022], is hereby repealed.

Second

The Rules and Schedule of Violations and Punishments for Experimental Activities, set out in Ministerial Decision 2298 dated 19 Jumada Al-Awwal 1444 [13 December 2022], as amended by Ministerial Decision 1447/1275 dated 13 Rabi Al-Thani 1447 [5 October 2025], are hereby repealed.

Third

The Procedural Guides for the Experimental Activities Regulation, issued by Ministerial Decision 2370 dated 25 Jumada Al-Awwal 1444 [19 December 2022], are hereby repealed.

Fourth

The Rules and Procedures for the Work of the Committee for Examining Applications to Practice Experimental Tourism Activities, issued by Ministerial Decision 3221 dated 22 Sha’ban 1444 [14 March 2023], are hereby repealed.

Fifth

This decision must be published in the official gazette, comes into force from the date of its publication, and repeals any provisions that conflict with it.
