The Minister of Tourism,

based on the powers entrusted to him by law,

based on the Tourism Law issued by Royal Decree D/18 dated 26 Muharram 1444 [24 August 2022],

based on Ministerial Decision 1447/1123 dated 26 Rabi Al-Awwal 1447 [18 September 2025], approving the exemption of applicants for a license for a tourist hospitality facility of the guesthouse type from the criteria attached to Ministerial Decision 2300 dated 19 Jumada Al-Awwal 1444 [13 December 2022] for operation during the Hajj season, and approving the instructions for conducting this activity during the season,

based on article 16(5) of the Tourism Law, which stipulates that “the minister shall issue a schedule detailing the classification of violations and the corresponding punishments—stipulated in paragraph 1 of this article—along with their amount and duration, taking into account the progression of the punishment, provided that the schedule includes violations for which the fine does not exceed 10,000 Riyal, which must be issued immediately by the competent inspector upon detection”,

and with reference to Ministerial Decision 1275 dated 13 Rabi Al-Thani 1447 [5 October 2025], approving amendments to the Schedule and Rules of Violations and Punishments for Tourism Activities,

and in pursuance of public interest,

hereby decides

First

The Rules and the Schedule of Violations and Punishments for the Operation of Tourist Hospitality Facilities in the Cities of Makkah Al-Mukarramah and Al-Madinah Al-Munawwarah During the Hajj Season are hereby approved, in accordance with the attached text.

Second

The rules and schedule must be published in the official gazette, and come into force from the date of its publication.

Third

This decision repeals all previous decisions in conflict with it.

Fourth

This decision must be communicated to those who are required to implement it and act upon it.

based on article 20 of the regulation of the committee for the consideration of violations of the Tourism Law and its regulations, issued by Ministerial Decision 2297 dated 19 Jumada Al-Awwal 1444 [13 December 2022], which stipulates that “the committee shall apply the rules and procedures for rehabilitation and payment of compensation for damage resulting from the violation, approved by the m minister or his authorized representative.”,

and in pursuance of public interest,

hereby decides

First

The Rules Governing Rehabilitation, Payment of Compensation for Damage, and Refund of Amounts to Their Owners are hereby approved in accordance with the Tourism Law and its regulations, in accordance with the form attached to this decision.

Second

The committee for the consideration of violations of the Tourism Law and its regulations shall—in accordance with its competences—apply these rules when considering the obligation of the violator to rehabilitate and remove the violation or its impact, pay compensation for damage, or return the amounts obtained by the violator to the victim, in accordance with the provisions of the law and its regulations, taking into account the relevant laws, regulations, and decisions.

Third

The rules must be published in the official gazette, and come into force from the date of their publication.

Fourth

This decision must be communicated to those who are required to implement it and act on it.

after perusal of article 5 of the Tourism Law issued by Royal Decree D/2 dated 9 Muharram 1436 [2 November 2014], which stipulates: “Whoever wishes to enter the Kingdom for the purpose of tourism must have a valid tourist visa unless his entry does not require obtaining that visa. The ministry shall issue tourist visa permits in accordance with controls agreed upon between the ministry and the ministries of Interior and foreign affairs. The regulation must clarify the procedures and mechanisms for issuing tourist visa permits.”

and after perusal of our Decision 3/T/41 dated 24 Muharram 1441 [24 September 2019], Approving the Tourist Visa Regulation for the Purpose of Tourism,

and in pursuance of public interest,

hereby decides

First

The Amendment to the Tourist Visa Regulation for the Purpose of Tourism is hereby approved in accordance with the form attached.

Second

This decision and the regulation attached to it must be published in the official gazette, and comes into force on the date of its publication.

Third

This decision repeals all decisions in conflict with it.

Fourth

Our decision must be communicated to those who are required to implement it.
