The Governor of the Royal Commission for Al-Ula,

based on the powers entrusted to him by law,

based on Royal Order O/38 dated 29 Muharram 1442 [17 September 2020], which stipulates in clause First of it the approval of the Statute of the Royal Commission for Al-Ula, in the form attached to the exalted order,

and based on the provisions of clauses Third and Fourth of the mentioned royal order,

based on the provisions of article 4(7) of the Statute of the Royal Commission for Al-Ula, issued by virtue of clause First of the mentioned exalted royal order,

based on article 30 of the Environment Law issued by Royal Decree D/165 dated 19 Dhu Al-Qa’dah 1441 [10 July 2020],

after perusal of article 7 and article 9(14) of the Executive Regulation of Protected Areas issued by Minister of Environment, Water, and Agriculture Decision 48824/1/1443 dated 5 Safar 1443 [12 September 2021],

after perusal of clause 62 of the Strategic Authorities Matrix issued by the Board of Directors of the Royal Commission for Al-Ula Decision T/26/25 dated 19 Jumada Al-Awwal 1447 [10 November 2025],

and based on the strategic objectives of the commission relating to the conservation of protected areas, and in a manner that contributes to the protection of lands and ecosystems within the reserves,

hereby decides

First

The practice of grazing activities in protected areas within the geographical scope of the jurisdiction of the Royal Commission for Al-Ula is hereby licensed in accordance with the following requirements:

1. Submitting the license application in accordance with the form specified by the commission for this purpose.

2. That the license applicant is a Saudi national.

3. Submitting proof of residence in Ula Governorate for a period of not less than one calendar year preceding the date of submitting the application, by means of certified official documents.

4. Submitting proof of the numbering of livestock in accordance with the procedures of the commission.

5. Providing proof of the health safety of livestock and accompanying animals, if any, in accordance with the procedures of the commission.

6. The period for each license must not exceed one Gregorian year.

7. That grazing takes place in the locations, areas, and times specified and published by the commission.

Second

Without prejudice to the provisions of article 7(5) of the Executive Regulation of Protected Areas, license applications, decisions on them, and the license period are hereby subject to the status of the protected area and its capacity, in a manner that achieves the objectives of protecting and preserving the environment.

Third

The provisions of clause First hereby apply to the following protected areas: Wadi Nakhlah, Hira Awird, Ghrameel, Hira Zabin, and any areas added to them in the future by a decision announced on the website of the commission or any other means it deems appropriate.

Fourth

The licensee shall comply with the provisions of the Environment Law, the Executive Regulation of Protected Areas, and the instructions issued by the commission or any of the relevant government entities.

Fifth

The commission shall publish the procedures for obtaining a license through its website or by any other means it deems appropriate.

Sixth

The chief executive officer may amend the conditions referred to in clause First or add to them as needed, and announce this on the website of the commission.

Seventh

This decision must be published on the website of the commission, and comes into force after the lapse of 60 days from the date of its publication. The chief executive officer may extend the mentioned period, when necessary, for a similar period.

Eighth

This decision must be communicated to those who are required to implement it.

after perusal of clause 62 of the Strategic Authorities Matrix issued by the Board of Directors of the Royal Commission for Ula Governorate Decision T/26/25 dated 19 Jumada Al-Awwal 1447 [10 November 2025],

and after perusal of Royal Commission for Ula Governorate Decision 471109 dated 4 Jumada Al-Thani 1447 [25 November 2025], regarding the inventory of vegetative cover lands within the geographical scope of the Royal Commission for Ula Governorate,

and in implementation of the strategic objectives of the commission regarding the conservation of nature, and in order to protect the vegetative cover lands,

hereby decides

First

The violations stipulated in schedule 1(14), (15), (16), (17), and (18) of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification and the punishments stipulated in the mentioned regulation are hereby implemented to all vegetative cover lands identified by the commission, regardless of their classification status.

Second

The commission shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

Third

This decision must be published in the official gazette and the website of the commission, and comes into force after the lapse of 30 days from the date of its publication in the official gazette.

Fourth

This decision must be communicated to those who are required to implement it and act upon it.

after reviewing clauses Third and Fourth of Royal Order O/38 dated 29 Muharram 1442 [17 September 2020], and article 7(4) and 7(20) of the Royal Commission for Al-Ula, issued under clause First of the mentioned royal order,

after perusal of articles 19 and 38 of the Environment Law issued by Royal Decree D/165 dated 19 Dhu Al-Qa’dah 1441 [10 July 2020], and articles 3, 4, and 5 of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification issued by Ministerial Decision 354566/1/1442 dated 25 Jumada Al-Thani 1442 [7 February 2021],

and in implementation of the strategic objectives of the commission regarding the conservation of nature, and in order to protect the vegetation cover lands and not to damage them or disturb the natural balance in them,

hereby decides

First

The practice any vehicle driving activity that may damage vegetation cover lands as described in clause Second of this decision is hereby prohibted in the locations that the commission identifies and classifies as vegetation cover lands in accordance with the definition contained in the Environment Law and in accordance with the inventory and classification standards contained in the Executive Regulation of the Development of the Vegetation Covers and Combating Desertification issued by Ministerial Decision 354566/1/1442 dated 25 Jumada Al-Thani 1442 [7 February 2021].

Second

The violation mentioned below is hereby added to the Schedule of Violations and Punishments of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification as follows:

Third

The commission shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

This decision must be communicated to those who are required to implement it.

and in implementation of the objectives of the commision to develop the geographical scope within its mandate and to improve the work, services, and related development areas,

hereby decides

First

The Regulatory Manual for Car Parking Shades is hereby approved in the form attached to this decision.

Second

The fine resulting from violating the provisions of the manual referred to in clause First must be applied as follows:

Third

The provisions of this decision do not prejudice the validity of the Executive Rules of the Regulation on Penalties for Municipal Violations issued by the Minister of Municipalities and Housing Decision 1/4600402464 dated 20 Dhu Al-Qa’dah 1446 [18 May 2025], and the Schedule of Penalties for Municipal Violations issued by Ministerial Decision 4400905854 dated 19 Dhu Al-Qa’dah 1444 [8 June 2023], to the degree that they do not contradict with the provisions of this decision.

Fourth

The governor of the commission shall take the necessary decisions to amend the manual referred to in clause First as needed, while informing the board of directors of the commission of actions taken in this regard.

Fifth

The commission shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

Sixth

The owner of the real estate shall correct the conditions of the existing car parking shades before the issuance of the decision in line with the provisions contained in the manual referred to in clause First and obtain the necessary permit within a period not exceeding 30 days from the date of entry into force of this decision.

Seventh

This decision must be published with its attachments on the website of the commission, and comes into force 90 days after the date of its publication.

Eighth

This decision must be communicated to those who are required to implement it.

Third

The provisions of this decision do not prejudice the validity of the Executive Rules of the Regulation on Penalties for Municipal Violations issued by the Minister of Municipalities and Housing Decision 4300204526 dated 13 Rabi Al-Awwal 1443 [19 October 2021], and the Schedule of Penalties for Municipal Violations issued by Ministerial Decision 4400905854 dated 19 Dhu Al-Qa’dah 1444 [8 June 2023], to the degree that they do not contradict with the provisions of this decision.

Fifth

This decision must be published with the technical manual in the official gazette and the website of the authority, and comes into force on the date of entry into force of the first phase.

Sixth

The authority shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

Seventh

This decision must be communicated to those who are required to implement it.
