The Minister of Human Resources and Social Development, the Chairman of the Board of Directors of the National Center for Non-Profit Sector
based on the powers entrusted to him by law,
based on the Law of Civil Associations and Institutions issued by Royal Decree D/8 dated 19 Safar 1437 [2 December 2015],
based on the system of the center issued by Council of Ministers Decision 816 of 20 Shawwal 1442 [1 June 2021],
and based on the Executive Regulation of the Law of Civil Associations and Organizations issued by the Board of Directors of the National Center for the Development of the Non-Profit Sector Decision D/2/1/2022 dated 22 Rabi Al-Awwal 1444 [18 October 2022], as amended by Decision D/2/2023 of 10 Jumada Al-Thani 1444 [3 January 2023],
and in pursuance of public interest,
hereby decides
First
The Rules of Governance of Civil Associations and Organizations are hereby approved in the form attached.
Second
The rules must be published in the official gazette, and come into force from the date of its publication.

Comprising:
1. The date of entry into force of the Enforcement Law before the Board of Grievances is hereby determined to be as of 4 Safar 1445.
2. The priority of registering enforcement applications must be within the first ninety days from the entry into force of the law for bonds older than five years from the date of the judgment obtaining a final status or the date of the right arising contained in other enforcement bonds.
3. Enforcement applications for the benefit of administrative entities should be submitted through direct linking and electronic integration with the Administrative Enforcement Platform and joint government platforms, or through linking with other government platforms in matters not covered by the joint platforms. Any application submitted without linking to an electronic platform must not be accepted.

We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,
based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,
after perusal of Shura Council Decision 28/205 dated 13 Ramadan 1444,
and after perusal of Council of Ministers Decision 839 dated 2 Dhu Al-Hijja 1444,
have decreed as follows
First: The Accession of the Kingdom of Saudi Arabia to the United Nations Convention on Contracts for the International Sale of Goods (adopted on 11 April 1980) is hereby approved in the form attached, with the declaration that the Kingdom will not be bound by part III pursuant to the provisions of paragraph 1 of article 92 of the convention.
Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.
