The Council of Ministers,
after perusal in its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, of Royal Court File 31092 dated 17 Rabi Al-Thani 1447 [9 October 2025], informing of the noble directive to complete matters necessary to amend article 8 of the Statute of the National Development Fund,
after perusal of the Statute of the National Development Fund issued by Council of Ministers Decision 132 dated 3 Rabi Al-Awwal 1439 [21 November 2017],
after perusal of Bureau of Experts at the Council of Ministers Memorandum 1468 dated 20 Rabi Al-Thani 1447 [12 October 2025],
after perusal of Council of Economic and Development Affairs Minutes 686/47/M dated 20 Rabi Al-Thani 1447 [12 October 2025],
and after perusal of General Committee of the Council of Ministers Recommendation 4246 dated 21 Rabi Al-Thani 1447 [13 October 2025],
hereby decides
First
The Statute of the National Development Fund issued by Council of Ministers Decision 132 dated 3 Rabi Al-Awwal 1439 [21 November 2017] is hereby amended as follows:
1․ Article 8 is hereby amended by replacing the phrase “The fund must have a governor who is appointed to his position and relieved from it by a decision by the board. The decision appointing him must determine his remuneration and other financial benefits” at the beginning of the article with the phrase “The fund must have a governor appointed by a royal order.”
2․ Article 11 is hereby amended to read as follows: “The fund personnel—except the governor—are subject to the Labor Law and the Social Insurance Law.”
Second
The current Governor of the National Development Fund continues in his position in accordance with his contract and shall carry out the tasks and powers of the governor stipulated in article 8 of the statute, until the appointment of a governor of the fund in accordance with the provisions of that article, and without prejudice to the powers of the board of directors of the fund to terminate the contract, in accordance with the relevant legal provisions.

The undersecretary of the ministry for agriculture,
based on the powers entrusted to him by law,
based on article 36 of the Agriculture Law issued by Royal Decree D/64 dated 10 Sha’ban 1442 [23 March 2021], Ministerial Decision 14967/1/1444 dated 15 Muharram 1444 [13 August 2022], approving the Executive Regulations of the Agriculture Law,
and based on the approval of the Minister in response to Letter 26555/2384/1444 dated 9 Rabi Al-Awwal 1444 [5 October 2022], authorizing the undersecretary of the ministry for agriculture with the authority to issue technical manuals relating to the Executive Regulation of the Agriculture Law, issue their conditions and controls, and amend them based on article 35 of the Agriculture Law,
and in pursuance of the interest of work,

First
The Manual of Controls and Requirements for Granting Agricultural Labour Endorsements is hereby adopted in the form attached.
Second
This decision comes into force on the date of its publication, it must be communicated to those who are required to implement it and act by virtue of it, and it repeals all previous decisions in conflict with it.

We have reviewed the Secretary-General of the Council of Ministers Letter 7319 dated 30 Rabi Al-Awwal 1447 [23 September 2025] which includes Royal Commission for Riyadh City Telegram 20230920184 dated 5 Rabi Al-Awwal 1445 [20 September 2023], accompanied by the draft Basic Statute of the Riyadh Center for Biotechnology Foundation (Non-Profit), and as clarified by the Secretary-General that the Council of Economic and Development Affairs has adopted Recommendation 1-2-47/R dated 29 Muharram 1447 [24 July 2025] regarding the matter, which includes the following:
First
The approval of the establishment of the Riyadh Center for Biotechnology Foundation, in accordance with the draft basic statute attached to the Secretary-General of the Council of Ministers Letter 709 dated 22 Muharram 1447 [17 July 2025].
Second
The foundation, in the absence of a special provision in its basic statute—referred to in clause First above—is subject to the provisions of the Law of Civil Associations and Institutions issued by Royal Decree D/8 dated 19 Safar 1437 [1 December 2015].
Third
The chairman of the board of directors of the mentioned foundation agrees with the Minister of Finance to determine the amount of an annual financial subsidy allocated by the state to the foundation.
Fourth
The budget of the foundation or any of its financial costs must be within the strategic budget of the City of Riyadh in the Royal Commission for the City of Riyadh.
Fifth
The foundation provides the National Center for Non-Profit Sector with a copy of its annual report approved by the board of directors of the commission, to include the outputs of its work within the overall performance reports of the non-profit sector at the level of the Kingdom.
Sixth
The Board of Directors of the Royal Commission for Riyadh City includes both the final account of the commission and its annual report, before submitting them in accordance with clause Eighth(12) of the organizational arrangements of the commission, issued by Order O/312 dated 29 Rabi Al-Thani 1441 [27 December 2019], a separate chapter related to the final account and the annual report of the mentioned foundation, indicating the views of the General Committee of the Council of Ministers in this regard.
We hereby inform you of Our approval of this, so complete the required matters accordingly.

First
The amendment of the Executive Regulation of the Precious Metals and Gemstones Law issued by Ministerial Decision 5111 dated 6 Safar 1440 [22 October 2018] is hereby approved to become in the form attached to this decision.
Second
As an exception to the provisions of article 3 of the regulation, it is permitted—for a period of six months—to display and sell manufactured or imported works before the date of entry into force of the law in which there is a deficiency not exceeding four parts per thousand in the percentage of pure precious metal in gold, silver, and platinum works.
Third
This decision must be published in the official gazette.
