We hereby inform you of our approval of the Regulation of the Powers of the Oversight and Anti-corruption Authority to Implement the Provisions Provided in the Criminal Procedures Law, Its Executive Regulation, and the Public Prosecution Law, in the form attached to Bureau of Experts at the Council of Ministers Memo 2382 dated 27 Jumada Al-Thani 1447 [18 December 2025], therefore, please complete the necessary actions accordingly.

We have reviewed the Royal Commission for Riyadh City Telegram 20260510126 dated 23 Dhu Al-Qa’dah 1447 [10 May 2026] regarding the request to amend Article 11 of the Constitution of King Saud University, and the clarifications made in this regard. and the Chairman of the Bureau of Experts at the Council of Ministers Letter 8951 dated 16 Dhu Al-Hijja 1447 [2 June 2026], to which Memo 4173 dated 16 Dhu Al-Hijja 1447 [2 June 2026] is attached, which contains the recommendation to amend the mentioned article to read as follows: “Decisions to appoint members of the board and the president of the university must be submitted to the Prime Minister, and such decisions are not effective until approved by him.”

We hereby inform you of our approval of the request of the Royal Commission for Riyadh City to amend article 11 of the Constitution of King Saud University, in accordance with the form proposed by the Bureau of Experts at the Council of Ministers in its mentioned memorandum. So complete the actions required by it.

We have reviewed the Secretary General of the Council of Ministers Letter 13981 dated 13 Jumada Al-Thani 1447 [4 December 2025], which includes a copy of the Minister of Culture Telegram 2167 dated 28 Rabi Al-Awwal 1446 [1 October 2024], regarding the establishment and founding of an independent cultural university, and the clarifications provided by him and the opinion of the General Committee of the Council of Ministers in this regard,

approve the following

First

The Riyadh University of Arts is hereby established in accordance with its constitution, attached to Bureau of Experts at the Council of Ministers Memo 380 dated 27 Muharram 1447 [22 July 2025] .

Second

The Minister of Culture is hereby authorized to exercise the powers of the Board of Trustees of the Riyadh University of Arts—stipulated in the constitution referred to in clause First above—until the board of trustees is formed in accordance with the mentioned constitution.

Third

The Minister of Culture, in agreement with the Minister of Finance, shall determine the amount of an annual subsidy to be allocated by the state to the Riyadh University of Arts through the approved budgets of the culture sector, until the year 2030, and the allocation of government subsidies to the university after this must be considered in accordance with the established procedures.

Fourth

The approval of the regulations governing the financial affairs of the Riyadh University of Arts, as well as provisions with financial impact in regulations, policies, and the like, and any amendments to them, must be carried out in agreement with the Ministry of Finance, for the entire period during which the University receives government subsidies. The management of any costs must be from the approved budgets of the cultural sector, after re-prioritizing the expenditure, and must not entail any additional financial impact on the general budget of the state or request to increase the approved ceilings. If this is not possible, funding must be sought from the approved ceilings for the relevant approved regional and sectoral strategies. So complete what is required by it.

We have reviewed the Secretary-General of the Council of Ministers Letter 7319 dated 30 Rabi Al-Awwal 1447 [23 September 2025] which includes Royal Commission for Riyadh City Telegram 20230920184 dated 5 Rabi Al-Awwal 1445 [20 September 2023], accompanied by the draft Basic Statute of the Riyadh Center for Biotechnology Foundation (Non-Profit), and as clarified by the Secretary-General that the Council of Economic and Development Affairs has adopted Recommendation 1-2-47/R dated 29 Muharram 1447 [24 July 2025] regarding the matter, which includes the following:

First

The approval of the establishment of the Riyadh Center for Biotechnology Foundation, in accordance with the draft basic statute attached to the Secretary-General of the Council of Ministers Letter 709 dated 22 Muharram 1447 [17 July 2025].

Second

The foundation, in the absence of a special provision in its basic statute—referred to in clause First above—is subject to the provisions of the Law of Civil Associations and Institutions issued by Royal Decree D/8 dated 19 Safar 1437 [1 December 2015].

Third

The chairman of the board of directors of the mentioned foundation agrees with the Minister of Finance to determine the amount of an annual financial subsidy allocated by the state to the foundation.

Fourth

The budget of the foundation or any of its financial costs must be within the strategic budget of the City of Riyadh in the Royal Commission for the City of Riyadh.

Fifth

The foundation provides the National Center for Non-Profit Sector with a copy of its annual report approved by the board of directors of the commission, to include the outputs of its work within the overall performance reports of the non-profit sector at the level of the Kingdom.

Sixth

The Board of Directors of the Royal Commission for Riyadh City includes both the final account of the commission and its annual report, before submitting them in accordance with clause Eighth(12) of the organizational arrangements of the commission, issued by Order O/312 dated 29 Rabi Al-Thani 1441 [27 December 2019], a separate chapter related to the final account and the annual report of the mentioned foundation, indicating the views of the General Committee of the Council of Ministers in this regard.

We hereby inform you of Our approval of this, so complete the required matters accordingly.

Having perused the Secretary General of the Council of Ministers Letter 1066 dated 20 Muharram 1446 [26 July 2024] regarding the file containing Minister of Justice Telegram 436418148 dated 16 Dhu Al-Qa’dah 1443 [15 June 2022], to which the draft Regulation of the Personal Status Law is attached, and as clarified by the secretary general that the Bureau of Experts at the Council of Ministers has prepared Minutes 7 dated 9 Muharram 1446 [15 July 2024] regarding the matter, which includes the following recommendation:

1․ The Regulation of the Personal Status Law is hereby approved in the form attached to the mentioned minutes of the Bureau of Experts at the Council of Ministers.

2․ The Minister of Justice shall carry out the following:

(a) Setting the arrangements for hearing the lawsuit to prove a marriage contract that was concluded without the permission of the competent entity where permission is required, in coordination with the relevant entities.

(b) Submitting any other necessary regulations for the Personal Status Law when necessary, and in accordance with new judicial applications of the law and the regulation referred to in paragraph 1 above.  The secretary general clarified the views of the General Committee of the Council of Ministers in this regard. We also perused the secretary general Letter 2362 dated 18 Safar 1446 [22 August 2024] in this regard.

We hereby inform you of our approval of this, so complete the required matters accordingly.

Second

The supervisory committee of the center shall exercise its powers in determining the financial remuneration for the works and services provided by the center, mentioned in paragraph 7 of article 6 of the system of the center, in agreement with the Ministry of Finance and the Non-Oil Revenue Development Center, until the issuance and implementation of the Draft Regulation on the Practice of Public Authorities and Institutions and the Like Imposing the Financial Remuneration for the Services and Works They Provide. The necessary actions must be taken accordingly.
