Circular Telegram 44896 dated 20 Jumada Al-Awwal 1448 [31 October 2026]
We have perused Secretary General of the Council of Ministers Letter 10342 dated 25 Rabi Al-Thani 1448 [6 October 2026] regarding the file containing Royal Commission for Riyadh City Telegram 20250508139 dated 10 Dhu Al-Qa’dah 1446 [8 May 2025], accompanied by the draft Statute of the Riyadh Health City Foundation (an independent foundation of a special nature and not for profit), and have perused Council of Economic and Development Affairs Recommendation 2-2/48/R dated 16 Safar 1448 [30 July 2026], which includes the appropriateness of what was concluded in Bureau of Experts at the Council of Ministers Memo 17 dated 2 Muharram 1448 [17 June 2026] as follows:
First
The establishment of the Riyadh Health City Foundation is hereby approved in accordance with the draft statute attached to the mentioned memo of the Bureau of Experts at the Council of Ministers.
Second
The Riyadh Health City Foundation is subject—in the absence of a special provision in its draft statute referred to in clause First above—to the provisions of the Law of Civil Associations and Institutions issued by Royal Decree D/8 dated 19 Safar 1437 [1 December 2015].
Third
The chairman of the board of directors of the foundation—referred to in clause First above—agrees with the Minister of Finance on determining the amount of an annual financial subsidy allocated by the state to the foundation.
Fourth
The budget of the foundation—referred to in clause First—or any of its financial costs must be within the budget of the strategy of the city of Riyadh in the Royal Commission for Riyadh City.
Fifth
The foundation—referred to in clause First—provides the National Center for Non-Profit Sector with a copy of its annual report approved by the board of directors of the commission, to include the outputs of its work within the overall performance reports of the non-profit sector at the level of the Kingdom.
Sixth
The Board of Directors of the Royal Commission for Riyadh City includes in both the final account of the commission and its annual report—before submitting them in accordance with clause Eighth(12) of the Organizational Arrangements of the commission issued by Order O/312 dated 29 Rabi Al-Thani 1441 [26 December 2019]—a separate chapter related to the final account and the annual report of the foundation referred to in clause First above.
Seventh
The exercise by the Board of Directors of the Riyadh Health City Foundation of its power—stated in article 7(10) of the draft foundation statute referred to in clause First above—to approve the regulations governing the financial affairs of the Riyadh Health City Foundation and the provisions with financial impact in the regulations, policies, rules, and the like must be in agreement with the Ministry of Finance, for the entire period during which the foundation receives government subsidies.
We hereby inform you of our approval of this, so complete the required matters accordingly.
