Ministry of Municipalities and Housing: Decision 1/4700215098 Amending the Executive Regulation Governing Housing Subsidy

The Minister of Municipalities and Housing,

based on the powers granted to him by law,

after perusal of the Housing Subsidy Statute issued by Council of Ministers Decision 82 dated 5 Rabi Al-Awwal 1435 [6 January 2014] and its amendments issued by Council of Ministers Decision 74 dated 30 Muharram 1438 [1 November 2016] and Council of Ministers Decision 850 dated 29 Dhu Al-Qa’dah 1446 [27 May 2025],

and after perusal of the Executive Regulation Governing Housing Subsidy issued by Ministerial Decision 4326 dated 3 Sha’ban 1435 [1 June 2014], amended by Ministerial Decision 1969 dated 2 Rabi Al-Awwal 1438 [1 December 2016], Ministerial Decision 473 dated 15 Sha’ban 1441 [8 April 2020], and Ministerial Decision 1/4400821908 dated 23 Dhu Al-Qa’dah 1444 [12 June 2023],

hereby decides

First

The Executive Regulation Governing Housing Subsidy is hereby amended to be in the form attached.

Second

This decision must be communicated to those required to implement it, and comes into force from the date of its publication in the official gazette.

Third

This decision hereby repeals all that is in conflict with it in this regard.

after perusal of the mentioned draft legal provisions,

after perusal of the Real Estate Brokerage Law issued by Royal Decree D/130 dated 30 Dhu Al-Qa’dah 1443 [29 June 2022],

after perusal of the Civil Transactions Law issued by Royal Decree D/191 dated 29 Dhu Al-Qa’dah 1444 [18 June 2023],

after perusal of Council of Ministers Decision 405 dated 22 Ramadan 1437 [27 June 2016], Decision 292 dated 16 Jumada Al-Awwal 1438 [13 February 2017], and Decision 94 dated 11 Safar 1439 [31 October 2017],

after perusal of Bureau of Experts at the Council of Ministers Memorandum 1112 dated 19 Rabi Al-Awwal 1447 [11 September 2025] and Memorandum 1155 dated 23 Rabi Al-Awwal 1447 [15 September 2025],

after perusal of Council of Economic and Development Affairs Minutes 452/47/M dated 18 Rabi Al-Awwal 1447 [10 September 2025],

after considering Shura Council Decision 8/1 dated 22 Rabi Al-Awwal 1447 [14 September 2025],

and after perusal of General Committee of the Council of Ministers Recommendation 3101 dated 23 Rabi Al-Awwal 1447 [15 September 2025],

hereby decides

The Legal Provisions for Regulating the Relationship Between the Landlord and Tenant are hereby approved in the form attached.

A draft royal decree has been prepared in the form attached.

hereby decides

First

The Schedule of Violations and Punishments for the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes is hereby adopted in accordance with the form attached.

Second

This decision must be published in the official gazette, and comes into force on the date of its publication.

Third

This decision repeals all previous decisions in conflict with it.

Fourth

The original copy of this decision must be sent to the Vice President of the Operations and Digital Transformation Sector to notify him and take the necessary measures to implement its provisions.
