The Council of Ministers,
after perusal of its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, the Royal Court File 89009 dated 27 Dhu Al-Hijja 1444 [16 July 2023], which includes the Saudi Data and Artificial Intelligence Authority Telegram 11468 dated 24 Dhu Al-Hijja 1444 [13 July 2023], regarding the request of the authority to approve it being one of the entities covered by the Council of Ministers Decision 179 dated 26 Jumada Al-Thani 1429 [1 July 2008], regarding the organization of government entities in the Hajj season,
after perusal of Council of Ministers Decision 179 dated 26 Jumada Al-Thani 1429 [1 July 2008],
after perusal of the Bureau of Experts at the Council of Ministers Memorandum 2154 dated 15 Jumada Al-Thani 1445 [28 December 2023],
after perusal of Council of Economic and Development Affairs Recommendation 40-27/45/D dated 29 Jumada Al-Thani 1445 [11 January 2024],
and after perusal of the General Committee of the Council of Ministers Recommendation 8081 dated 27 Rajab 1445 [7 February 2024],
hereby decides
Clause First of Council of Ministers Decision 179 dated 26 Jumada Al-Thani 1429 [1 July 2008] is hereby amended, by adding a subparagraph to paragraph (h) of it with the following text: “—Technical and digital services supporting and assisting government entities: They are carried out by—without prejudice to the competencies of the relevant government entities—the Saudi Data and Artificial Intelligence Authority by providing the capabilities relating to data and forward looking capabilities of government entities, enhancing them with innovation in the field of artificial intelligence or emerging technologies, and supporting government entities and assisting them in developing, implementing, and operating their technical and digital services.”

Paragraphs 2, 3 and 4 of clause Third of the Council of Ministers Decision 339 dated 19 Jumada Al-Awwal 1441 [15 January 2020] and its amendments, are hereby amended, to read as follows:
2. The committee stipulated in paragraph 1 of this clause must be formed under the chairmanship of a representative from the Ministry of Foreign Affairs, and with membership of representatives from each of the following:
– Ministry of Human Resources and Social Development.
– Ministry of Finance.
– Ministry of Economy and Planning.
– Presidency of State Security.
– General Intelligence Presidency.
– General Secretariat of the Military Service Council.
3. The committee chairman must have a position rank not less than fourteenth or its equivalent, and the members must have a rank not less than twelfth or its equivalent, and they must possess knowledge of the nature of work in regional and international organizations and bodies.
4. The committee must hold its meetings in the presence of the majority of its members, and issue its recommendations by a majority vote of those present.
It may invite any other government agencies—not represented in the committee—to attend its meetings when reviewing and discussing matters relevant to it.

and Ministerial Decision 14967/1/1444 dated 15 Muharram 1444 [13 August 2022], Adopting the Executive Regulation of the Agriculture Law, based on the approval of the Minister Letter 26555/2384/1444 dated 9 Rabi Al-Awwal 1444 [5 October 2022], authorising the Undersecretary of the Ministry of Agriculture with the authority to issue technical manuals relating to the Executive Regulation of the Agriculture Law, issue their conditions and controls, and amend them, based on article 35 of the Agriculture Law,

Second
This decision comes into force on the date of its publication, it must be communicated to those who are required to implement it and act by virtue of it, and it repeals all previous decisions in conflict with it.
