The Minister of Municipalities and Housing,

based on the powers entrusted to him by law, and in implementation of the provisions of the Law of Idle Land Fees and Vacant Real Estate issued by Royal Decree D/4 dated 12 Safar 1437 [24 November 2015] and amended by Royal Decree D/244 dated 7 Dhu Al-Qa’dah 1446 [5 May 2025], and the provisions of article 13 of the law,

and after perusal of the approval of the ministerial committee formed under article 13 of the mentioned law by virtue of its Minutes 16 dated 18 Safar 1447 [12 August 2025] on the Executive Regulation of the Idle Land Fees,

hereby decides

First

The Executive Regulation of the Idle Land Fees is hereby adopted in the form attached to this decision.

Second

This decision must be published in the official gazette, and comes into force on the date of its publication.

in the implementation of Royal Order D/9 dated 18 Muharram 1443 [26 August 2021] approving the Contractors Classification Law, and after perusal of the Executive Regulation of the Contractors Classification Law issued by Ministerial Decision 4500465523 dated 26 Jumada Al-Awwal 1445 [10 December 2023],

hereby decides

First

The Executive Regulation of the Contractors Classification Law is hereby amended in the form attached.

Second

This regulation hereby replaces the Executive Regulation of the Contractors Classification Law issued by Ministerial Decision 4500465523 dated 26 Jumada Al-Awwal 1445 [10 December 2023].

Third

The regulation must be published in the official gazette and comes into force 90 days after the date of its publication.

Fourth

This decision must be communicated to those concerned for implementation.

The Minister of Municipalities and Housing,

based on the powers entrusted to him by law, and based on Royal Order 59109 dated 3 Dhu Al-Qa’dah 1441 [26 May 2020], approving the draft health controls for collective housing for individuals, which stipulates in paragraph 2 that “The Health, Technical, and Safety Conditions That Must Be Met in Collective Housing for Individuals must be issued by a decision by the Minister of Municipal and Rural Affairs after coordination with the Minister of Health, the Minister of Commerce, the Minister of Human Resources and Social Development, and the Minister of Industry and Mineral Resources”,

and after perusal of Ministerial Decision 1/4500763245 dated 11 Ramadan 1445 [26 March 2024], regarding the adoption of the updated version of the Health, Technical, and Safety Conditions That Must Be Met in Collective Housing for Individuals,

hereby decides

First

The Health, Technical, and Safety Conditions That Must Be Met in Collective Housing for Individuals are hereby approved.

Second

Housing with a valid operating licence as collective housing for individuals is hereby granted a grace period until the expiry of its license, which must be at least one year from the date of entry into force of this decision, to rectify the status of the operational requirements, and such housing must comply with the Health, Technical, and Safety Conditions That Must Be Met in Collective Housing for Individuals.

Third

Buildings and residential complexes for which building licences have already been issued as collective housing for individuals or private or closed residential complexes are hereby exempt from the spatial governance requirements, and such housing must comply with the Health, Technical, and Safety Conditions That Must Be Met in Collective Housing for Individuals.

Fourth

These conditions must be published in the official gazette, and come into force from the date of publication.

Fifth

This decision must be communicated to those who are required to implement it and repeals all previous decisions in conflict with it, and it must be published on the website of the ministry.

and based on the Law of Municipalities and Villages issued by Royal Decree D/5 dated 21 Safar 1397 [11 February 1977], and the provisions of article 5(14) of the law which stipulates “supervising the elections and nomination of heads of crafts and vocations, monitoring their work, and resolving disputes that occur between them”,

hereby decides

First

The Regulation of Elections of Heads of Crafts and Vocations and Their Deputies is hereby adopted in the form attached.

Second

This regulation repeals all relevant provisions and decisions in conflict with it.

Third

This regulation must be published in the official gazette and the website of the ministry, and comes into force after the lapse of 90 days from the date of its publication in the official gazette.

Fourth

This decision must be communicated to those who are required to implement it.

based on the powers entrusted to him by law, based on Royal Order 32043 dated 5 Jumada Al-Awwal 1444 [29 November 2022], which stipulates in First the review of laws, regulations, decisions, and their equivalent—related to violations, fines, collection mechanisms, assessment, and objections—and proposing the necessary amendments to them,

based on article 15 of the Regulation on Penalties for Municipal Violations issued by Council of Ministers Decision 92 dated 5 Safar 1442 [22 September 2020], which stipulates that the minister shall issue the necessary executive decisions for the regulation within the limits of the provisions it stipulates,

and based on clause First of Council of Ministers Decision 743 dated 24 Safar 1442 [11 October 2020], which stipulates that the Minister of Municipalities and Housing is granted the authority to suspend the application of the penalty of some fines stipulated in article 2(1) of the Regulation on Penalties for Municipal Violations—mentioned above,

and in pursuance of public interest,

hereby decides

First

The Executive Rules of the Regulation on Penalties for Municipal Violations are hereby approved in the form attached.

Second

These rules hereby replace the Executive Rules of the Regulation on Penalties for Municipal Violations issued by Ministerial Decision 4300204526 dated 12 Rabi Al-Awwal 1443 [18 October 2021], and they must be published on the website of the ministry.

Third

This decision comes into force on the date of its publication in the official gazette, and it repeals all previous decisions in this regard.

Fourth

This decision must be communicated to those who are required to implement it.

The Minister of Municipalities and Housing, based on the powers granted to him by law, after perusal of article 13(b) of the Public Utilities Protection Law issued by Royal Decree D/62 dated 20 Dhu Al-Hijja 1405 [5 September 1985], which stipulates that “compensation must be determined, fines must be imposed, and the amount of the fine must be specified for each violation within its maximum limit stipulated in this law, in accordance with rules issued by the competent minister,” and article 14 of the law which stipulates that “the ministers concerned with implementing this law shall issue, each within the limits of his competences, the decisions necessary for its implementation.”

and after perusal of the Regulation of Violations and the Amount of Fines for Water, Wastewater, and Flood Facilities and the Rules for Controlling Them issued by Ministerial Decision 52240 dated 21 Dhu Al-Hijja 1419 [7 April 1999],

hereby decides

First

The Executive Regulation of the Public Utilities Protection Law is hereby approved in the form attached to this decision.

Second

This decision hereby repeals the Regulation of Violations and the Amount of Fines for Water, Wastewater, and Flood Facilities and the Rules for Controlling Them issued by Ministerial Decision 52240 dated 21 Dhu Al-Hijja 1419 [7 April 1999],

Third

This decision must be communicated to those who are required to implement it.
