Ministry of Energy: Decision 450201/1594 Amending the Service Tariff for the Use of the Propane Transport Pipeline Owned by the Arabian Petrochemical Company

The Minister of Energy,

Based on the powers entrusted to him by law, after perusal of the Energy Supply Law promulgated by Royal Decree D/80 of 4 Jumada Al-Thani 1444 [27 December 2022], and Ministerial Decision for Licence 2 of 27 Shawwal 1423 [1 January 2003], Approving the Licence of the Arab Petrochemical Company to Own and Operate a Pipeline for Propane Transport, and clause Eighth of annex 2 of the aforementioned Ministerial Decision for Licence 2, which states that “the ministry may, as it deems fit, make amendments to the applicable service tariff,” and in pursuance of public interest,

hereby decides

First

The service tariff for the use of the propane transport pipeline owned by the Arabian Petrochemical Company is hereby amended to become 335.50 (Three hundred and thirty-five Riyals and fifty Halalas) per thousand barrels of propane.

Second

This decision comes into force on the date of its publication, and must act by virtue of it for a period of 3 (three) Gregorian years. It repeals all decisions in conflict with it.

Third

This decision is subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any of its amendments.

Fourth

This decision must be published in the official gazette.

This decision must be communicated to those who are required to implement it and act on it.

based on the powers entrusted to him by law,

based on article 36 of the Agriculture Law issued by Royal Decree D/64 dated 10 Sha’ban 1442 [24 March 2021], Ministerial Decision 14967/1/1444 dated 15 Muharram 1444 [13 August 2022], approving the Executive Regulations of the Agriculture Law, and based on the approval of the Minister in explanation of Letter 26555/2384/1444 dated 9 Rabi Al-Awwal 1444 [5 October 2022], authorizing the Undersecretary of the Ministry of Agriculture with the authority to issue technical manuals related to the Executive Regulations of the Agriculture Law, issue their conditions and controls, and their amendments, based on article 35 of the Agriculture Law, and in pursuance of the interest of work,

hereby decides

First

The Manual of General Rules Governing the Work of Public Benefit Markets and the Business Controls of Service Providers is hereby adopted in the form attached.

Second

This decision comes into force on the date of its publication, it must be communicated to those who are required to implement it and act by virtue of it, and it repeals all previous decisions in conflict with it.

based on the powers entrusted to him by law,

after perusal of the Law on Public Transport on Roads of the Kingdom of Saudi Arabia issued by Royal Decree D/25 dated 21 Jumada Al-Thani 1397 [7 June 1977],

after perusal of the System of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,

and after perusal of the Regulation Governing the Activity of Transporting Goods and Renting Trucks on Roads issued by Decision 122/41/1 dated 7 Jumada Al-Awwal 1441 [3 January 2020] and its amendments,

and in pursuance of public interest,

hereby decides

First

The Guide for Securely Fixing Goods Transported on Truck is hereby adopted in accordance with the form attached.

Second

This decision comes into force after 90 days from the date of its publication.

Third

The original decision must be sent to the undersecretary of the authority for land transport to notify him and take the necessary measures to implement its provisions.

A copy of this decision must be sent to the director general of communication for publication in the official gazette and the official means of communication of the authority.

May Allah provide success.

Royal Decree D/52 Amending Article 51 of the Advocacy Law

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,

after perusal of Shura Council Decision 42/5 dated 25 Rabi Al-Awwal 1445,

and after perusal of Council of Ministers Decision 292 dated 9 Rabi Al-Thani 1445,

have decreed as follows

First: Article 51 of the Advocacy Law issued by Royal Decree D/38 dated 28 Rajab 1422, as amended by Royal Decree D/66 dated 15 Rajab 1443, is hereby amended as follows:

1. A subparagraph ordered (e) is hereby added in paragraph 2, which states the following: “Consultations related to Saudi laws that are provided through a lawyer registered on the roll of practising lawyers in accordance with the provisions of this law.”

2. The end of the article is hereby amended to have the following text: “The executive regulation of this law shall specify the provisions and controls necessary for matters provided in this article.”

Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.
