Royal Decree D/269 Abolishing Articles of the Law of Jobs for Handling Public Property

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [1 March 1992],

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [20 August 1993],

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [1 March 1992],

after perusal of Shura Council Decision 199/16 dated 17 Rajab 1447 [6 January 2026],

and after perusal of Council of Ministers Decision 835 dated 18 Dhu Al-Qa’dah 1447 [5 May 2026],

have decreed as follows

First

Articles 6 and 7 of the Law of Jobs for Handling Public Property issued by Royal Decree D/18 dated 23 Safar 1436 [15 December 2014] are hereby repealed.

Second

As an exception to the provision of clause First of this decree, the disbursement of the remuneration for managing public property—in accordance with the provisions contained in articles 6 and 7 of the Law of Jobs for Handling Public Property—continue for employees working in entities that have not yet implemented the method of disbursement from advances by bank cards, until these entities implement this method. These entities shall coordinate with the Ministry of Finance to develop a plan for the application of this method and to stop the disbursement of the remuneration within a period not exceeding the end of the financial year 2026. In all cases, the disbursement of the allowance ceases upon the expiry of the mentioned period.

Third

His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned agencies—each within their mandate—shall implement this decree of Ours.

Saudi Authority for Intellectual Property: Decision 2026/39/01 Approving the Executive Regulation of the Law on the Protection of Geographical Indications

The Board of Directors of the Saudi Authority for Intellectual Property, based on the powers and mandates entrusted to it by law and on the provisions of article 5(2) of the Statute of the Saudi Authority for Intellectual Property, approved by Council of Ministers Decision 496 dated 14 Ramadan 1439 [29 May 2018], as amended by Council of Ministers Decision 621 dated 20 Shawwal 1442 [1 June 2021],

based on article 26 of the Law on the Protection of Geographical Indications issued by Royal Decree D/102 dated 26 Jumada Al-Awwal 1447 [17 November 2025],

after perusal of clause Second of Council of Ministers Decision 360 dated 20 Jumada Al-Awwal 1447 [11 November 2025], which stipulates that the fee referred to in article 25 of the Law on the Protection of Geographical Indications must be determined in agreement with the Ministry of Finance and the Non-Oil Revenue Development Center, until the issuance and implementation of the Governance of the Practice of Imposing the Fee for Services and Works Provided by Entities That Have the Legal Authority to Impose a Fee,

and after perusal of Board of Directors Executive Committee Recommendation 01/02/2026 dated 13 Dhu Al-Qa’dah 1447 [30 April 2026], regarding the recommendation to the board of directors to approve the Executive Regulation of the Law on the Protection of Geographical Indications,

and in pursuance of the interest of work,

hereby decides

First

The Executive Regulation of the Law on the Protection of Geographical Indications is hereby approved in the form attached to this decision. (Document 01-1604-IPL-R-SAIP).

Second

The chief executive officer is hereby authorized to issue a decision to publish the fees for the services stipulated in the law and the regulation—in accordance with the legal procedures—after their approval, and they are considered part of the regulation referred to in clause First.

Third

The authority shall receive applications for the registration of geographical indications from the date of entry into force of the law and the regulation, and shall process them after the approval of the fees stipulated in clause Second.

Fourth

This decision must be published in the official gazette, and comes into force from the date of entry into force of the Law on the Protection of Geographical Indications.

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

after perusal of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [2 March 1992],

after perusal of Royal Order O/216 dated 24 Sha’ban 1438 [20 May 2017], approving the Constitution of the Global Center for Combating Extremist Ideology,

and after perusal of Bureau of Experts at the Council of Ministers Memo 1491 dated 28 Rabi Al-Thani 1446 [31 October 2024] and Memo 2491 dated 15 Rajab 1447 [4 January 2026],

and in pursuance of public interest,

we hereby order the following

First

The Constitution of the Global Center for Combating Extremist Ideology is hereby approved in the form attached. This Constitution replaces the Constitution of the Center approved by Royal Order O/216 dated 24 Sha’ban 1438 [20 May 2017].

Second

This order of Ours must be communicated to the competent entities for adoption and implementation.

Royal Commission for Al-Ula: Decision 471147 Implementing the Penalties Stipulated in the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification

The Governor of the Royal Commission for Ula Governorate,

based on the powers entrusted to him by law,

based on Royal Order O/38 dated 29 Muharram 1442 [17 September 2020], which stipulates in clause First of it the approval of the Statute of the Royal Commission for Ula Governorate, in the form attached to the royal order,

and based on the provisions of clauses Third and Fourth of the mentioned royal order,

based on the provisions of article 7(20) of the Statute of the Royal Commission for Ula Governorate referred to above,

after perusal of article 19 of the Environment Law issued by Royal Decree D/165 dated 19 Dhu Al-Qa’dah 1441 [10 July 2020],

after perusal of schedule 1 of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification of the Environment Law issued by Minister of Environment, Water, and Agriculture Decision 354566/1/1442 dated 25 Jumada Al-Thani 1442 [7 February 2021], which includes the violations and punishments related to this,

after perusal of clause 62 of the Strategic Authorities Matrix issued by the Board of Directors of the Royal Commission for Ula Governorate Decision T/26/25 dated 19 Jumada Al-Awwal 1447 [10 November 2025],

and after perusal of Royal Commission for Ula Governorate Decision 471109 dated 4 Jumada Al-Thani 1447 [25 November 2025], regarding the inventory of vegetative cover lands within the geographical scope of the Royal Commission for Ula Governorate,

and in implementation of the strategic objectives of the commission regarding the conservation of nature, and in order to protect the vegetative cover lands,

hereby decides

First

The violations stipulated in schedule 1(14), (15), (16), (17), and (18) of the Executive Regulation of the Development of the Vegetation Cover and Combating Desertification and the punishments stipulated in the mentioned regulation are hereby implemented to all vegetative cover lands identified by the commission, regardless of their classification status.

Second

The commission shall take all necessary measures to ensure compliance with the implementation of the provisions of this decision.

Third

This decision must be published in the official gazette and the website of the commission, and comes into force after the lapse of 30 days from the date of its publication in the official gazette.

Fourth

This decision must be communicated to those who are required to implement it and act upon it.

after perusal of the Financial Rights and Benefits Regulation approved by Royal Order O/28 dated 20 Rabi Al-Awwal 1432 [24 February 2011],

after perusal of the Civil Service Law issued by Royal Decree D/49 dated 10 Rajab 1397 [27 June 1977],

after perusal of the Law of Jobs for Handling Public Property issued by Royal Decree D/18 dated 23 Safar 1436 [15 December 2014],

after perusal of Council of Ministers Decision 230 dated 24 Rabi Al-Awwal 1447 [16 September 2025],

after perusal of the Executive Regulation for Human Resources in the Civil Service issued by the Minister of Human Resources and Social Development Decision 1550 dated 9 Jumada Al-Thani 1440 [15 February 2019].

after perusal of Bureau of Experts at the Council of Ministers Memo 1451 dated 17 Rabi Al-Thani 1447 [9 October 2025], Memo 2190 dated 13 Jumada Al-Thani 1447 [4 December 2025], and Memo 3024 dated 28 Sha’ban 1447 [16 February 2026],

after perusal of Council of Economic and Development Affairs Recommendation 24-19/47/I dated 8 Jumada Al-Awwal 1447 [30 October 2025],

after considering Shura Council Decision 199/16 dated 17 Rajab 1447 [6 January 2026],

and after perusal of General Committee of the Council of Ministers Recommendation 10516 dated 29 Ramadan 1447 [18 March 2026],

hereby decides

First

Articles 6 and 7 of the Law of Jobs for Handling Public Property issued by Royal Decree D/18 dated 23 Safar 1436 [15 December 2014] are hereby repealed.

Second

As an exception to the provision of clause First of this decision, the disbursement of the remuneration for managing public property—in accordance with the provisions contained in articles 6 and 7 of the Law of Jobs for Handling Public Property—continue for employees working in entities that have not yet implemented the method of disbursement from advances by bank cards, until these entities implement this method.

These entities shall coordinate with the Ministry of Finance to develop a plan for the application of this method and to stop the disbursement of the remuneration within a period not exceeding the end of the financial year 2026. In all cases, the disbursement of the allowance ceases upon the expiry of the mentioned period.

A draft royal decree has been prepared in the form attached.

The phrase “Ministry of Municipalities and Housing” hereby replaces the phrase “Ministry of Finance” in paragraph 3(b) and paragraph 4 of clause First of Council of Ministers Decision 140 dated 10 Rabi Al-Awwal 1439 [28 November 2017].
