based on the powers entrusted to him by law,
and based on the Pesticides Law in the States of the Cooperation Council for the Arab States of the Gulf promulgated by Royal
Decree D/67 dated 14 Dhu Al-Qa’dah 1427 [5 December 2006], and after perusal of article 12 of the law, which
stipulates that “the minister may issue the executive regulation of this law or amend it…”, and the approval
of the proposals of the Saudi Food and Drug Authority contained in Letter 20574/B dated
22 Sha’ban 1444 [14 March 2023], and when presented by the Undersecretary of the Ministry of Agriculture in this regard, and in pursuance of public interest,
The amendment of some articles of the Executive Regulation of the Pesticides Law in the States of the Cooperation Council for the Arab Gulf States in the Kingdom is hereby approved in the form attached to this decision.
This decision comes into force on the date of its publication in the official gazette, and repeals all previous decisions in conflict with it.
The Secretariat General of the Cooperation Council for the Arab States of the Gulf must be notified of the amendments to the approved regulation.

The Minister of Energy,
based on the powers entrusted to him by law, and after perusal of the Energy Supply Law issued by Royal Decree D/80 dated 4 Jumada Al-Thani 1444 [28 December 2022], and Ministerial Decision 01-1229-1440 dated 27 Safar 1440 [7 November 2018], Approving the Renewal of Licence 1 of the Year 1423 [2002], and Clause Eighth of Annex 1 of Ministerial Decision for Licence 1—referred to above—stipulating that obtaining prior approval from this ministry for the tariff of the gas distribution service that the company may collect from customers, and in pursuance of public interest,
The service tariff of the dry gas distribution network of the Natural Gas Distribution Company in the second industrial city of Riyadh is hereby amended to become 1.20 (One Riyal and twenty Halalah) per million British thermal units of gas added to the local price.
This decision must be subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any of its amendments.
This decision comes into force on the date of its publication in the official gazette, and it comes into force for a period of 5 (five) Gregorian years, and it repeals all decisions in conflict with it.
This decision must be communicated to those who are required to implement it and act on it.

The Minister of Energy,
based on the powers entrusted to him by law,
after perusal of the Energy Supply Law issued by Royal Decree D/80 of 4 Jumada Al-Thani 1444 [28 December 2022], Ministerial Decision for Licence 5 of 9 Sha’ban 1426 [13 September 2005], Approving the Licence of the East Gas Company to Build, Own, and Operate the Dry Gas Distribution Network in the Second Industrial City of Dammam, and clause 9 of annex 1 of Ministerial Decision for Licence 5—above—which states that “the ministry may, as it deems fit, make amendments to the applicable service tariff”,
and in pursuance of public interest,
The service tariff for the network of the distribution of dry gas for East Gas Company in the Second Industrial City of Dammam is hereby amended to become 1.53 (one Saudi Riyal and fifty-three Halalah) per million British thermal units of gas added to the local price.
This decision is subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any of its amendments.
This decision comes into force on the date of its publication in the official gazette, and it remains applicable for a period of 5 (five) Gregorian years. It repeals all decisions in conflict with it.
This decision must be communicated to those who are required to implement it and act on it.

after perusal of the aforementioned draft law,
after perusal of the Railway Transport Law issued by Royal Decree D/33 dated 24 Jumada Al-Awwal 1433 [16 April 2012] and its amendment,

after perusal of the Council of Economic and Development Affairs Recommendation 1-7/45/R dated 29 Jumada Al-Awwal 1445 [8 December 2023],
after considering Shura Council Decision 279/43 dated 22 Dhu Al-Qa’dah 1443 [22 June 2022],
and after perusal of the General Committee of the Council of Ministers Recommendation 8071 dated 27 Rajab 1445 [7 February 2024],
The Railway Law is hereby approved in the form attached.
The law—referred to in clause First of this decree—must upon its entry into force replace the Railway Transport Law issued by Royal Decree D/33 dated 24 Jumada Al-Awwal 1433 [16 April 2012] and repeal all provisions that contradict it.
A draft royal decree has been prepared in the form attached.
The Ministry of Transport and Logistics Services shall, in accordance with the statutory procedures, develop the necessary strategies, policies and plans for the development of the railway sector, and supervise their implementation, in order to achieve integration with other transport sectors in the Kingdom, in coordination with the General Authority for Transport.
The General Authority for Transport, in light of the provisions of the law referred to in clause First of this decision and in light of the transfer of supervisory, regulatory, and monitoring competences for the postal sector from the Ministry of Communications and Information Technology to the Ministry of Transport and Logistics Services, and after the issuance of two drafts: the Road Transport Law, and the Organization of the General Authority for Roads, to consider the occasion of amending its regulation or preparing a new regulation accordingly, and reporting to complete what is necessary in its regard.
The General Authority for Transport shall exercise its powers mentioned in article 8 of the law referred to in clause First of this decision in agreement with the Ministry of Finance and the Non-Oil Revenue Development Center, until the issuance of the regulation on the practice of public authorities and institutions and the like imposing the financial remuneration for the services and works they provide.
