The Council of Ministers,
after perusal Royal Court File 76281 dated 4 Dhu Al-Hijja 1443 [4 July 2022], which includes the Minister of Transport and Logistics Services, Chairman of the Board of Directors of the Saudi Ports Authority Telegram 13878 dated 11 Jumada Al-Thani 1443 [15 January 2022], regarding the request for the Accession of the Kingdom of Saudi Arabia on the Convention to the Establishment of the International Association of Marine Aids to Navigation and Lighthouse Authorities,
after perusal of the aforementioned agreement,
after perusal of Royal Order 9461 dated 27 Rabi Al-Thani 1401 [4 March 1981],
after perusal of the Bureau of Experts at the Council of Ministers Memorandums 1880 dated 18 Sha’ban 1443 [20 May 2022], and 2547 dated 13 Dhu Al-Qa’dah 1443 [13 June 2022],
after perusal of Council of Economic and Development Affairs Recommendation 13-42/43/D dated 6 Ramadan 1443 [8 April 2022],
after considering Shura Council Decision 328/47 dated 30 Dhu Al-Qa’dah 1443 [30 June 2022],
and after perusal of General Committee of the Council of Ministers Recommendation 11430 dated 27 Dhu Al-Hijja 1443 [27 July 2022],
The Accession of the Kingdom of Saudi Arabia on the Convention to the Establishment of the International Association of Marine Aids to Navigation and Lighthouse Authorities is hereby approved in the form attached.
A draft royal decree has been prepared in the form attached.
The Saudi Ports Authority must prepare the instrument of accession to the agreement—in the aforementioned clause First of this decision—and deposit it in accordance with the procedures stipulated in the agreement, in coordination with the Ministry of Foreign Affairs.

and after perusal of Council of Ministers Decision 93 dated 3 Safar 1444,
The Memorandum of Understanding between the Kingdom of Saudi Arabia, the Oversight and Anti-Corruption Authority, and the State of Kuwait, the Kuwait Anti-Corruption Authority (Nazaha), on Strengthening and Coordinating Bilateral Cooperation in the Fields of Preventing and Combating Corruption, signed in the city of Riyadh on 19 Sha’ban 1443, corresponding to 22 March 2022, is hereby approved in the form attached.
His Royal Highness the Deputy Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

The Board of Directors of the Zakat, Tax, and Customs Authority (the “board”), based on the powers entrusted to it in article 5 of the system of the authority approved by Council of Ministers Decision 570 dated 22 Ramadan 1442, after perusal of the Board of Directors of the General Authority for Zakat and Income Decision 9-1-19 dated 5 Ramadan 1438 and its amendments, and after perusal of the board decision 17-4-22 dated 20 Dhu Al-Qa’dah 1443,
The amendments to the Executive Regulation of Excise Tax are hereby approved in accordance with the form attached.
This decision comes into force upon its issuance, and it must be communicated to those required to implement it.
