Royal Order O/61 Crown Prince Mohammed bin Salman is the Prime Minister

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

after perusal of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [19 March 1993],

and after perusal of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993],

we hereby order the following

First

His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al-Saud, the Crown Prince, is hereby made the Prime Minister, in exception of article 56 of the Basic Law of Governance and the relevant provisions contained in the Law of the Council of Ministers.

Second

The meetings of the Council of Ministers that we attend must be presided by Us.

Third

This order of Ours must be communicated to the competent entities for adoption and implementation.

Council of Ministers: Decision 164 Approving the Law of the Use of Security Surveillance Cameras

The Council of Ministers,

after perusal of its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, Royal Court File 13736 dated 25 Safar 1444 [21 September 2022], which includes the Minister of Interior Telegram 130475 dated 18 Jumada Al-Thani 1442 [31 January 2021], regarding the draft law on the use of security surveillance cameras.

after perusal of the aforementioned draft law,

after perusal of Royal Order 59766 dated 20 Dhu Al Qa’dah 1439 [2 August 2018],

after perusal of Memorandums 1221 dated 23 Rajab 1442 [7 March 2021], 1355 dated 16 Jumada Al-Thani 1443 [19 January 2022], 2391 dated 25 Shawwal 1443 [26 May 2022], 2718 dated 29 Dhu Al-Qa’dah 1443 [29 June 2022], 2878 dated 25 Dhu Al-Hijja 1443 [24 July 2022], and 647 dated 29 Safar 1444 [25 September 2022] prepared by the Bureau of Experts at the Council of Ministers,

after perusal of the Council of Economic and Development Affairs Minutes (984/43/M) dated 5 Dhu Al-Hijja 1443 [5 June 2022],

after perusal of Council of Political and Security Affairs Minutes (MST/55-43/11) dated 16 Dhu Al-Qa’dah 1443 [15 June 2022],

after considering Shura Council Decisions 341/48 dated 20 Dhu Al-Hijja 1443 and 362/50 dated 23 Safar 1444 [19 September 2022],

and after perusal of the General Committee of the Council of Ministers Recommendation 1995 dated 29 Safar 1444 [25 September 2022],

hereby decides

First

The Law of the Use of Security Surveillance Cameras is hereby approved in the form attached.

Second

The Ministry of Interior—jointly with the Presidency of State Security, the Saudi Authority for Data and Artificial Intelligence, and other relevant entities—shall set a timetable to specify the deadlines for requiring each category covered by the provisions of the law—referred to in clause First of this decision—to install cameras and security surveillance devices and to comply with the provisions of the law.

A draft royal decree has been prepared in the form attached.

We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,

after perusal of Shura Council Decisions 341/48 dated 20 Dhu Al-Hijja 1443 and 362/50 dated 23 Safar 1444,

and after perusal of Council of Ministers Decision 164 dated 1 Rabi Al-Awwal 1444,

have decreed as follows

First: The Law of the Use of Security Surveillance Cameras is hereby approved in the form attached.

Second: The Ministry of Interior—jointly with the Presidency of State Security, the Saudi Authority for Data and Artificial Intelligence, and other relevant entities—shall set a timetable to specify the deadlines for requiring each category covered by the provisions of the law—referred to in clause First of this decree—to install cameras and security surveillance devices and to comply with the provisions of the law.

Third: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

Saudi Food and Drug Authority: Decision 1444/34/5 Amending the Schedule of Classification of Violations and Punishments Prescribed to Them and Approving the Controls and Procedures for considering Administrative Violations

The Board of Directors of the Saudi Food and Drug Authority,

after perusal of paragraph 1 of article 35 of the Law of Cosmetics issued by Royal Decree D/49 dated 18 Jumada Al-Thani 1436 [8 April 2015], which stipulates: “The board shall issue a schedule containing a classification of the violations and the penalties prescribed to them,”

and after perusal of the Executive Committee Recommendation at its fifteenth meeting dated 8 Safar 1444 [5 September 2022], to submit the Schedule of Classification of Violations and Punishments Prescribed to Them in accordance with the amended Cosmetics Law and its executive regulation to the board of directors for approval in accordance with the attached form,

hereby decides

First

The amendment to the Schedule of Classification of Violations and the Punishments Prescribed to Them in accordance with the Cosmetics Law and its executive regulation is hereby approved in the form attached.

Second

The Controls and Procedures for considering Administrative Violations and Imposing the Punishments Prescribed to Them in accordance with the Cosmetics Law are hereby approved in the form attached.

Zakat, Tax and Customs Authority: Decision 296 Adopting the Controls on Goods Storage Fees in Land Customs Ports

The Minister of Finance,

based on the powers entrusted to him by law,

based on article 107 of the Common Customs Law of the States of the Cooperation Council for the Arab States of the Gulf issued by Royal Decree D/41 dated 3 Dhu Al-Qa’dah 1423 [6 January 2003], which stipulates that goods placed in yards and warehouses belonging to the customs department are subject to storage, handling, insurance fees, and other services required by the process of storing and inspecting the goods. These services, fees, and the conditions for their collection are determined by a decision issued by the minister or the competent entity.

and after perusal of Ministerial Decision 318 dated 14 Safar 1424 [17 April 2003],

and in pursuance of the interest of work,

hereby decides

First

The Controls on Goods Storage Fees in Land Customs Ports are hereby adopted in the form attached to this decision.

Second

This decision comes into force on the date of its publication in the official gazette, and it must be communicated to those required to implement it.
