The Board of Directors of the Transport General Authority,

based on the powers entrusted to them by law,

after perusal of the Regulation of Rights and Obligations of Users of Public Transportation approved by Council of Ministers Decision 44 dated 14 Muharram 1445 [1 August 2023],

after perusal of the System of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,

and after perusal Executive Committee Recommendation 1/8/R/2023/3 dated 21 Safar 1445 [7 September 2023],

and after deliberation, the board hereby decides

First

The Detailed Mechanism of the Regulation of Rights and Obligations of Users of Public Transportation Means and the Schedule of Classification of Violations and Fines are hereby approved in accordance with the form attached.

Second

The effective date of the Detailed Mechanism of the Regulation of Rights and Obligations of Users of Public Transportation Means and the detailed mechanism of the regulation, and Schedule of Classification of Violations and Fines will be after 30 (thirty) days from the date of publication of the detailed mechanism and the Schedule of Classification of Violations and Fines in the official gazette.

Third

The authority shall follow up the implementation of the Rights and Obligations of Users of Public Transportation Means Regulation and the detailed mechanism, and submit a report to the Council on a quarterly basis on the implementation of the regulation and the mechanism and any amendments it deems appropriate.

after perusal of the Railway Transport Law issued by Royal Decree D/33 dated 24 Jumada Al-Awwal 1433 [16 April 2012] and its amendment,

after perusal of the Transport General Authority System issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,

and after perusal of the Executive Regulation of the Railway Transport Law issued by Board of Directors of the Transport General Authority Decision 71/8/2020/2 dated 14 Muharram 1442 [2 September 2020], and amended by Board of Directors of the Transport General Authority Decision 98/11/2021/2 dated 21 Ramadan 1442 [3 May 2021],

hereby decides

First

The Licensing Manuals and Technical Manuals for Rail Transport Activities are hereby approved in accordance with the form attached to this decision.

Second

This decision must be published in the official gazette, and comes into force on the date of its publication.

Third

The original decision must be sent to the Undersecretary of the Rail Transport Authority to act accordingly and notify the concerned authorities according to the decision.

3. Decision 13/41/1 dated 27 Muharram 1441 [27 September 2019], Approving the Regulation Governing Taxi Activity, Taxi Intermediary, and Ride-Hailing Services, and its amendments.

4. Decision 170/41/1 dated 1 Rajab 1441 [25 February 2020], Approving the Adoption of the Technical Specifications and Equipment of the Airport Taxi and its amendments.

5. Letter the President of the General Authority for Transport 8389/44/1 dated 9 Shawwal 1444 [30 April 2023].

and in pursuance of public interest,

hereby decides

First

The Receipt of Licensing Applications and the Addition of Cars in Public Taxi Activity in Makkah Al-Mukarramah City is hereby suspended, with the exception of applications registered before the date of issuance of this decision, provided that the application procedures and the completion of their requirements are completed by the establishments within a period of three months from the date of submitting the application.

Second

This decision must be published in the official gazette, and comes into force on the date of publication.

Third

The President of the General Authority for Transport shall take the necessary measures to implement the decision.
