Ministry of Environment, Water, and Agriculture: Decision 25270711 Adopting the Manual of Controls for Establishments Located in Public Benefit Markets for Vegetables, Fruits, Meat, Eggs, and Fish

The undersecretary of the ministry for agriculture,

based on the powers entrusted to him by law,

based on article 36 of the Agriculture Law issued by Royal Decree D/64 dated 10 Sha’ban 1442 [23 March 2021] and Ministerial Decision 14967/1/1444 dated 15 Muharram 1444 [13 August 2022] approving the Executive Regulation of the Agriculture Law,

and based on the approval of the Minister in explanation of Letter 26555/2384/1444 dated 9 Rabi Al-Awwal 1444 [5 October 2022], authorizing the undersecretary of the ministry for agriculture with the power to issue technical manuals relating to the Executive Regulation of the Agriculture Law, their conditions and controls, and amend them based on article 35 of the Agriculture Law,

and in pursuance of the interest of work,

hereby decides

First

The Manual of Controls for Establishments Located in Public Benefit Markets for Vegetables, Fruits, Meat, Eggs, and Fish is hereby adopted in the form attached.

Second

This decision comes into force on the date of its publication, it must be communicated to those who are required to implement it and act by virtue of it, and it repeals all previous decisions in conflict with it.

Chairman of the Board of Directors of the National Center for Waste Management,

based on the powers entrusted to him by law,

and based on article 6 of the Waste Management Law issued by Royal Decree D/3 dated 5 Muharram 1443 [13 August 2021], article 10(1) of the law, which stipulates that the centre shall: “Issue the standards and requirements that the service provider and the waste producer must follow”, article 4(1) of the System of the National Center for Waste Management issued by Council of Ministers Decision 457 dated 11 Sha’ban 1440 [16 April 2019], article 6(2) of the same system, and article 43 of the Executive Regulation of the Waste Management Law issued by Ministerial Decision 332291 dated 18 Shawwal 1443 [19 May 2022],

and in pursuance of public interest,

hereby decides

First

The Standards and Technical Guidelines for the Management of Livestock Slaughterhouse Waste, the Standards and Technical Guidelines for the Management of Poultry Slaughterhouse Waste, and the Standards and Requirements for Voluntary Initiatives in the Waste Management Sector set out in the guidelines attached to the decision are hereby approved.

Second

This decision must be published in the official gazette, and comes into force on the date of its publication.

Third

This decision must be communicated to those who are required to implement it and act on it.

Ministry of Environment, Water, and Agriculture: Decision 15248447 Approving the Saudi Code for Water Sources and Their Uses

The Minister of Environment, Water, and Agriculture,

based on the powers entrusted to him by law, and based on the Water Law issued by Royal Decree D/159 dated 11 Dhu Al-Qa’dah 1441 [2 July 2020] and Council of Ministers Decision 710 dated 9 Dhu Al-Qa’dah 1441 [30 June 2020 ], which stipulates in paragraph Third that “the Ministry of Environment, Water, and Agriculture shall—within two years from the date of entry into force of this law—prepare a comprehensive document on the water sources in the Kingdom and their appropriate uses, called the Saudi Code for Water Sources and Their Uses, and the ministry shall update it continuously, or whenever the need arises,”

hereby decides

First

The Saudi Code for Water Sources and Their Uses is hereby approved in the form attached to the decision.

Second

The office of the undersecretary of the ministry for water shall update the Saudi Code for Water Sources and Their Uses on an ongoing basis, and make exemptions as it deems appropriate in accordance with the Water Law and its executive regulation, and submit it for approval.

Third

This decision comes into force on the date of its publication in the official gazette, and it must be communicated to those required to implement it and act by virtue of it, and it hereby repeals all previous decisions in conflict with it.

based on article 9(1) of the Water Law issued by Royal Decree D/159 dated 11 Dhu Al-Qa’dah 1441 [2 July 2020], in exception to article 2(3) and article 3(2) of the Conditions and Controls for Issuing Licenses for Extracting Non-Potable Water (Water Dispensers and Water Tanks) and Classifying Their Violations issued by Ministerial Decision 5217633 dated 25 Rajab 1445 [6 February 2024],

and based on the matters presented by the undersecretary of the ministry for water Letter 5258188 dated 30 Jumada Al-Thani 1446 [1 January 2025], which includes the appropriateness of permitting the issuance of licenses for extracting non-potable water through water dispensers (for those who do not own ownership deeds),

and in pursuance of public interest,

hereby decides

First

The Mechanism Governing the Issuance of Licenses for Extracting Non-Potable Water Through Water Dispensers (for Those Who Do Not Own Ownership Deeds) is hereby approved in the form attached to this decision.

Second

This decision is effective for a period of three years, and the licenses issued by virtue of it must not be renewed unless there is an ownership deed, as of the date of its publication in the official gazette. It must be communicated to those concerned to implement and act upon it.

and after perusal of the Undersecretary of the Ministry for Water Letter 25158203 dated 1 Rajab 1446 [1 January 2025] to which the Conditions and Controls for Issuing Licenses for the Use of Surface Water Sources and Classifying Their Violations and the reports for policing their violations are attached,

and in pursuance of public interest,

hereby decides

First

The Conditions and Controls for Issuing Licenses for the Use of Surface Water Sources and Classifying Their Violations are hereby approved in the form attached to this decision.

Second

The reports for policing the violations of the use of surface water sources are hereby approved in the four forms attached to this decision.

Third

The Office of the Undersecretary of the Ministry for Water shall update the Conditions and Controls for Issuing Licenses for the Use of Surface Water Sources and Classifying Their Violations and the reports for policing their violations, make the exemption it deems appropriate in accordance with the Water Law and its executive regulation, and submit them for approval.

Fourth

This decision comes into force on the date of its publication on the official gazette, and it must be communicated to those required to implement it and act by virtue of it, and it hereby repeals all previous decisions in conflict with it.

The Mechanism Governing the Issuance of Licenses for Drilling New Wells in Farms Located in the Arabian Shield, and the area excluded from the sedimentary shelf along the Arab, Jubaila, Wadi Hanifa, and Tuwaiq Formations that are not reliable as sources of drinking water, based on the agricultural registry (for those who do not have ownership deeds), is hereby approved, in accordance with the form attached to this decision.

Second

This decision is effective for a period of three years from the date of its publication in the official gazette, subject to renewal whenever necessary. It must be communicated to those concerned to implement and act upon it.
