The Minister of Transport and Logistics Services,
based on the powers entrusted to him by law,
after perusal of
1. The Law on Public Transport on Roads of the Kingdom of Saudi Arabia issued by Royal Decree D/25 dated 21 Jumada Al-Thani 1397 [9 June 1977],
2. The System of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,
3. Decision 13/41/1 dated 27 Muharram 1441 [27 September 2019], Approving the Regulation Governing Taxi Activity, Taxi Intermediary, and Ride-Hailing Services, and its amendments.
4. Decision 170/41/1 dated 1 Rajab 1441 [25 February 2020], Approving the Adoption of the Technical Specifications and Equipment of the Airport Taxi and its amendments.
5. Letter the President of the General Authority for Transport 8389/44/1 dated 9 Shawwal 1444 [30 April 2023].
and in pursuance of public interest,
The Receipt of Licensing Applications and the Addition of Cars in Public Taxi Activity in Makkah Al-Mukarramah City is hereby suspended, with the exception of applications registered before the date of issuance of this decision, provided that the application procedures and the completion of their requirements are completed by the establishments within a period of three months from the date of submitting the application.
This decision must be published in the official gazette, and comes into force on the date of publication.
The President of the General Authority for Transport shall take the necessary measures to implement the decision.

The Minister of Energy,
based on the powers entrusted to him by law,
having reviewed article 5(1) of the Energy Supply Law issued by Royal Decree D/80 dated 4 Jumada Al-Thani 1444 [28 December 2022], and in pursuance of public interest,
The Khair Inorganic Chemical Industries Company is hereby licensed to build, own, and operate a pipeline to transport dry gas from the connection point and connect the gas pipeline of the Ma’aden Fertilizer Company (Ammonia 3) to the Khair Inorganic Chemical Industries Company in Ras Al-Khair Industrial City, in accordance with annex 1 of this decision, and the company shall comply with the provisions and conditions of the licence set out in annex 2.
The duration of the licence is 25 (twenty-five) Hijri years from the date of publication of this decision.
This decision comes into force on the date of its publication, and it repeals all decisions in conflict with it.
This decision must be communicated to those who are required to implement it and act on it.
This decision must be published in the official gazette.
