Saudi Standards, Metrology and Quality Organization: Decision 132 Approving the Technical Regulation for the General Requirements for Machinery Safety

Based on Article 9 of the System of the Authority issued by Council of Ministers Decision 216 dated 17 Jumada Al-Thani 1431 [31 May 2010], which stipulates:

The board is the competent authority to manage the affairs of the authority and to conduct its business, and shall take all the necessary decisions to achieve its purposes within the limits of the provisions of this system. In particular, it may adopt the standard specifications in their final form and the methods of their application.

after perusal of the System of the Authority issued by Council of Ministers Decision 216 dated 17 Jumada Al-Thani 1431 [31 May 2010], and its subsequent amendments.

after perusal of the Board of Directors of the Authority decision 05/196/2023 at its meeting 196 dated 15 Jumada Al-Thani 1445 [28 December 2023], which includes “Approving the Technical Regulations.”

and based on Executive Decision 132 dated 25 Rajab 1445 [5 February 2024] regarding the approval of the “Technical Regulation of the General Requirements of Machinery Safety” in accordance with Document MM 196-23-04-02-01.

after perusal of the Agriculture Law, issued by Royal Decree D/64 dated 10 Sha’ban 1442 [5 April 2021], and its executive regulation issued by Ministerial Decision 14967/1/1444 dated 15 Muharram 1444 [13 August 2022], and based on the approval of the minister in an explanation dated 11 Rabi Al-Awwal 1444 [7 October 2022], General Directorate of Legal Affairs Letter 26555/2384/1444 dated 9 Rabi Al-Awwal 1444 [5 October 2022], authorizing the Undersecretary of the Ministry of Agriculture with the authority to issue technical manuals related to the Executive Regulation of the Agriculture Law, issue its conditions and controls, and its amendments, and in pursuance of the interest of work,

hereby decides

First

The General Controls for Establishing Temporary Camel Auctions Outside Public Interest Markets is hereby adopted in the form attached.

Second

This decision comes into force on the date of its publication, it must be communicated to those who are required to adopt and enforce it, and it repeals all previous decisions in conflict with it.

Zakat, Tax and Customs Authority: Decision 45536 Approving the Tax Rules for Regional Headquarters

The Board of Directors of the Zakat, Tax, and Customs Authority “the Board”, based on the powers entrusted to it in article 5 of the regulation of the authority issued by Council of Ministers Decision 570 dated 22 Ramadan 1442 [4 May 2021], and based on clause 5 of Council of Ministers Decision 338 dated 23 Rabi Al-Thani 1445 [7 November 2023], which ensures that the Zakat, Tax, and Customs Authority issues—within 60 days from the date of entry into force of this decision—the tax rules for the entities that hold the activity of the “regional headquarters of international companies”, including all controls related to tax incentives, provisions for abuse, the identification of violations and penalties related to tax incentives, and the identification of the list of actual economic substance requirements in coordination with the Ministry of Investment, and the authority must verify that these requirements are met annually and hereby decides the following:

First

The Tax Rules for the Regional Headquarters are hereby approved in accordance with the form attached to this decision.

Second

This decision must be published in the official gazette, and comes into force on the date of its publication, and it must be communicated to whoever is required to implement it.
