Zakat, Tax and Customs Authority: Decision 852 Implementing the Nineteenth Phase for Linking Electronic Billing Systems

The Governor of Zakat, Tax and Customs Authority,

based on the powers granted to him by law,

after perusal of the Electronic Invoicing Regulation issued by the board of directors of the authority Decision 2-6-20 dated 4 Rabi Al-Thani 1442 [19 November 2020],

based on article 6(a) of the aforementioned regulation,

and after perusal of Administrative Decision 19821 dated 15 Shawwal 1442 [27 May 2021] and its amendments, including approval of the controls, requirements, technical specifications, and procedural rules necessary to implement the provisions of the Electronic Invoicing Regulation,

hereby decides

First

Taking into account the provisions of the commitment decisions to link the electronic invoicing systems previously issued by the authority, all persons subject to the electronic invoicing regulation whose annual revenues subject to value-added tax for the year 2022 or for the year 2023 exceed 1,750,000 (one million seven hundred and fifty thousand) Riyals shall commit to linking their electronic invoicing systems, sending electronic invoices and electronic notices, and sharing their data with the authority—the fourteenth stage of linking electronic invoicing systems with the systems of the authority—as of 1 July 2025, and until the latest of 30 September 2025.

Second

The authority shall notify persons who meet the criteria stipulated in this decision using the means of communication approved by the authority within the specified time period.

Third

This decision must be communicated to those required to implement it, and comes into force on the date of its publication in the official gazette.

after perusal of the Law of the Practice of Engineering Professions issued by Royal Decree D/36 dated 19 Rabi Al-Thani 1438 [17 January 2017],

after perusal of the Regulation of the Engineering Positions issued by Ministerial Decision 43695 dated 29 Rabi Al-Awwal 1446 [2 October 2024],

after perusal of the Bureau of Experts at the Council of Ministers Memorandum 1489 dated 28 Rabi Al-Thani 1446 [31 October 2024],

after perusal of the Council of Economic and Development Affairs Recommendation 20 ‏ -6/‏ 46 ‏/R dated 19 Jumada Al-Awwal 1446 [21 November 2024],

and after perusal of the General Committee of the Council of Ministers Recommendation 5668 dated 2 Jumada Al-Thani 1446 [3 December 2024],

hereby decides

First

The Engineering Positions Salary Scale is hereby approved, in the form attached.

Second

The scale referred to in clause First of this decision comes into force from the date of entry into force of the Regulation of the Engineering Positions issued by Ministerial Decision 43695 dated 29 Rabi Al-Awwal 1446 [2 October 2024],

Saudi Food and Drug Authority: Decision 5/44 Approving the Amendment to the Schedule of Classification of Violations and Punishments in Accordance with the Food Law and Its Executive Regulation

The Board of Directors of the Saudi Food and Drug Authority,

after perusal of article 36(Second) of the Food Law, which stipulates: “The authority shall impose punishments in accordance with a classification of violations and a determination of punishments approved by the board,”

after perusal of Board of Directors Decision 6-17-1439 dated 16 Ramadan 1439 [31 May 2018], approving the Schedule of Classification of Violations of the Food Law and Its Executive Regulation and the Punishments Prescribed to Them,

after perusal of Royal Order 32043 dated 5 Jumada Al-Awwal 1444 [29 November 2022], which directs a number of government entities and the Saudi Food and Drug Authority to review the laws, regulations, decisions, and their equivalent—within the area of their mandates—related to violations, punishments, fines, assessment and collection mechanisms, and objections, and to propose the necessary amendments to them,

after perusal of the royal directive in Telegram 11438 dated 17 Safar 1445 [2 September 2023], which directs all government entities to implement the principle of issuing a warning prior to a violation and to give establishments the opportunity to rectify the violation,

after perusal of Executive Committee Decision 6/TH/27 dated 29 Jumada Al-Awwal 1446 [1 December 2024], which recommends presenting the draft amendment to the Schedule of Classification of Violations and Punishments in accordance with the Food Law and its executive regulation to the Board of Directors for approval in the attached form,

after perusal of the draft amendment to the Schedule of Classification of Violations and Punishments in Accordance with the Food Law and Its Executive Regulation,

and after perusal of the schedule of the most significant amendments to the Schedule of Classification of Violations and Punishments, as well as the feedback received on the Istitlaa platform,

hereby decides

The amendment to the Schedule of Classification of Violations and Punishments in Accordance with the Food Law and Its Executive Regulation is hereby approved in the form attached.
