The Acting President of the Transport General Authority,
based on the powers entrusted to him by law,
after perusal of the Law of Carriage by Land on Roads issued by Royal Decree D/188 dated 24 Sha’ban 1446 [23 February 2025],
after perusal of the Statute of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,
and after perusal of the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes issued by Board of Directors of the Transport General Authority Decision 1/6TR/2025/4 dated 1 Rabi Al-Awwal 1447 [24 August 2025],
hereby decides
First
The Schedule of Violations and Punishments for the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes is hereby adopted in accordance with the form attached.
Second
This decision must be published in the official gazette, and comes into force on the date of its publication.
Third
This decision repeals all previous decisions in conflict with it.
Fourth
The original copy of this decision must be sent to the Vice President of the Operations and Digital Transformation Sector to notify him and take the necessary measures to implement its provisions.

The Board of Directors of the King Abdulaziz Arabian Horse Center reviewed the Council of Ministers Decision 153 issued on 17 Rabi Al-Awwal 1439 [5 December 2017], approving the statute of the center, and the provisions of article 5(5) of the same regulation, which stipulates that the board of directors of the center approves the administrative and financial regulations that the center follows, and other internal and technical regulations and procedures necessary for the conduct of its affairs and business, including those necessary for the registration, import, and export of Arabian horses, their stables, auctions, and related equestrian sports, and also necessary for the sale of Arabian horses belonging to it, and the disposal of surplus ones,
the board also reviewed the proposed Governance Regulation for the Disposal of Horses Owned by the King Abdulaziz Arabian Horse Center, submitted by the executive management.
Accordingly, the board hereby decides
First
The proposed Governance Regulation for the Disposal of Horses Owned by the King Abdulaziz Arabian Horse Center is hereby approved in accordance with the proposed form.

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [19 March 1993],
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993],
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [19 March 1993],
after perusal of Shura Council Decision 314/31 dated 22 Dhu Al-Qa’dah 1446 [20 May 2025],
and after perusal of Council of Ministers Decision 186 dated 10 Rabi Al-Awwal 1447 [2 September 2025],
have decreed as follows
First
The Protocol for Regional Cooperation in Fisheries Management and Marine Aquaculture in the Red Sea and the Gulf of Aden, signed in the Hashemite Kingdom of Jordan on 21 Sha’ban 1446 [20 February 2025], is hereby approved in the form attached.
Second
His Royal Highness the Deputy Prime Minister, the ministers, and the heads of independent concerned agencies–each within their area of competence–shall implement this decree of Ours.

The Governor of the Zakat, Tax, and Customs Authority,
based on the powers entrusted to him by law, and in pursuance of the interest of work,
after perusal of the National Rules of Origin issued by Ministerial Decision 3852 dated 22 Dhu Al-Qa’dah 1442 [2 July 2021], and based on article 29 of it, which stipulates that “the rules and conditions for verifying proof of origin must be issued by a decision by the Governor of the Zakat, Tax, and Customs Authority”,
and after perusal of Administrative Decision 24841 dated 23 Dhu Al-Hijja 1442 [2 August 2021] Approving the Rules and Conditions for Verifying Proof of Origin,
hereby decides the following
First
The rules and conditions for verifying proof of origin are hereby amended by adding paragraph 13, which stipulates:
It is permitted to submit the certificate of origin, the Saudization certificate, and the supporting invoices instead of any of the requirements set out in these rules and conditions, and that is by agreement between the competent authorities, provided that the competent entity in the country of origin retains all the supporting documents outlined above in accordance with the legal periods set out in the national rules of origin.
Second
This decision must be communicated to those required to implement it, and comes into force on the date of its publication on the official gazette.
