Ministry of Energy: Decision 470201/2950 Approving the Requirements Guide for Practicing Operations and Activities Subject to the Petroleum and Petrochemical Materials Law and the Law of the Distribution of Natural Gas and Liquefied Petroleum Gas for Residential and Commercial Purposes

The Minister of Energy,

based on the powers entrusted to him by law,

after perusal of the Law of Petroleum and Petrochemical Materials issued by Royal Decree D/139 dated 12 Rajab 1447 [1 January 2026],

and the Executive Regulation of the Law of Petroleum and Petrochemical Materials issued by Ministerial Decision 2433 dated 12 Rajab 1447 [1 January 2026], which stipulates in article 8 that “the ministry may grant a license to practice the operation of establishing a refinery, jetty, or distribution station, when the general conditions mentioned in article 6 of the regulation are met, in addition to submitting a feasibility study that meets the requirements specified by the ministry”, and in article 23, which includes that the licensee shall comply with the requirements approved by the ministry for the packaging of petroleum materials, and in article 29 that the licensee shall comply with the requirements approved by the ministry in the event of importing packaged petroleum materials for the commercial sector, and obtain the prior approval of the ministry for import or export operations according to the requirements contained in the approved requirements manual and published on the website of the ministry,

the Law on the Distribution of Dry Gas and Liquefied Petroleum Gas for Residential and Commercial Purposes issued by Royal Decree D/126 dated 1 Dhu Al-Hijja 1438 [23 August 2017], as amended by Royal Decree D/112 dated 9 Dhu Al-Qa’dah 1443 [8 June 2022],

and the Regulation of the Activity of Retail Sale of Liquefied Petroleum Gas Cylinders issued by Ministerial Decision 3497 dated 10 Shawwal 1444 [30 April 2023],

and in pursuance of the interest of work,

hereby decides

First

The Requirements Manual for Practising Operations and Activities Subject to the Petroleum and Petrochemical Materials Law and the Law on the Distribution of Dry Gas and Liquefied Petroleum Gas for Residential and Commercial Purposes is hereby approved in the form attached to this decision.

Second

The manual referred to in clause First must be published on the website of the ministry, and comes into force on the date of issuance of this decision.

Third

This decision must be communicated to those who are required to implement it and act on it, in accordance with the provisions of the relevant orders, laws, regulations, instructions, policies, and procedures, and any further developments related to them.

The Council of Ministers,

after perusal in its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, of Royal Court File 65434 dated 10 Ramadan 1446 [10 March 2025], which includes the Minister of Culture Telegram 6821 dated 4 Ramadan 1446 [4 March 2025], regarding the draft Organisational Arrangements of Prince Mohammed bin Salman Global Center for Arabic Calligraphy,

after perusal of the mentioned draft organizational arrangements,

after perusal of Royal Order 50175 dated 29 Sha’ban 1441 [22 April 2020],

after perusal of Bureau of Experts at the Council of Ministers Memo 46 dated 8 Muharram 1447 [3 July 2025], Memo 1895 dated 21 Jumada Al-Awwal 1447 [12 November 2025], and Memo 2544 dated 18 Rajab 1447 [7 January 2026],

after perusal of Council of Economic and Development Affairs Minutes 968/47/M dated 13 Jumada Al-Thani 1447 [4 December 2025],

and after perusal of General Committee of the Council of Ministers Recommendation 8448 dated 5 Sha’ban 1447 [24 January 2026],

hereby decides

First

The Organisational Arrangements of Prince Mohammed bin Salman Global Center for Arabic Calligraphy is hereby approved in the form attached.

Second

The supervisory committee—stipulated in clause Fifth of the organizational arrangements referred to in clause First of this decision—shall prepare a draft statute for the center with reference to the mentioned organizational arrangements, and the matters that may appear in this regard, and submit it to complete the necessary legal procedures in this regard, within 24 months from its date.

Third

The management of any costs must be from the approved budget of the Ministry of Culture, after re-prioritizing the expenditure, and must not entail any additional financial impact on the general budget of the state or request to increase the approved ceilings, and if this is not possible, funding must be sought through the approved ceilings of the relevant approved strategies.

after perusal of Shura Council Decision 132/11 dated 10 Jumada Al-Thani 1447 [1 December 2025],

and after perusal of Council of Ministers Decision 578 dated 15 Sha’ban 1447 [3 February 2026],

have decreed as follows

First

The General Agreement on Cooperation Between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Cyprus signed in the city of New York on 4 Rabi Al-Thani 1447, corresponding to 26 September 2025, is hereby approved in the form attached.

Second

His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned agencies—each within their mandates—shall implement this decree of Ours.

after perusal of the mentioned final version,

after perusal of Council of Ministers Decision 498 dated 23 Rajab 1444 [14 February 2023],

after perusal of Bureau of Experts at the Council of Ministers Memo 1918 dated 22 Jumada Al-Awwal 1447 [13 November 2025],

after considering Shura Council Decision 132/11 dated 10 Jumada Al-Thani 1447 [1 December 2025],

and after perusal of General Committee of the Council of Ministers Recommendation 7194 dated 4 Rajab 1447 [24 December 2025],

hereby decides
