The Railway Law
With the help of Allah the Almighty,
We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,
based on Article 70 of the Basic Law of Governance issued by Royal Order O/ 90 dated 27 Sha’ban 1412,
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,
after perusal of Shura Council Decision 279/43 dated 22 Dhu Al-Qa’dah 1443,
and after perusal of Council of Ministers Decision 692 dated 17 Sha’ban 1445,
have decreed as follows
First: The Railway Law is hereby approved in the form attached.
Second: The law—referred to in clause First of this decree—shall upon its entry into force replace the Railway Transport Law issued by Royal Decree D/33 dated 24 Jumada Al-Awwal 1433 and repeal all provisions that contradict it.
Third: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

after perusal of Shura Council Decisions 200/27 dated 12 Ramadan 1444 [3 April 2023] and 56/7 dated 8 Rabi Al-Thani 1445 [23 October 2023],
and after perusal of Council of Ministers Decision 662 dated 10 Sha’ban 1445 [20 February 2024],
have decreed as follows
First
The phrase “with the exception of social loans for low-income individuals” stipulated at the end of article 7(1)(c) of the Law of the Social Development Bank issued by Royal Decree D/34 dated 1 Jumada Al-Thani 1427 [28 June 2006] is hereby repealed.
Second
His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

based on the powers entrusted to him by law,
and based on the Pesticides Law in the States of the Cooperation Council for the Arab States of the Gulf promulgated by Royal Decree D/67 dated 14 Dhu Al-Qa’dah 1427 [5 December 2006], and after perusal of article 12 of the law, which stipulates that “the minister may issue the executive regulation of this law or amend it…”, and the approval of the proposals of the Saudi Food and Drug Authority contained in Letter 20574/B dated 22 Sha’ban 1444 [14 March 2023], and when presented by the Undersecretary of the Ministry of Agriculture in this regard, and in pursuance of public interest,
hereby decides
First
The amendment of some articles of the Executive Regulation of the Pesticides Law in the States of the Cooperation Council for the Arab Gulf States in the Kingdom is hereby approved in the form attached to this decision.
Second
This decision comes into force on the date of its publication in the official gazette, and repeals all previous decisions in conflict with it.
Third
The Secretariat General of the Cooperation Council for the Arab States of the Gulf must be notified of the amendments to the approved regulation.

The Minister of Energy,
based on the powers entrusted to him by law,
after perusal of the Energy Supply Law issued by Royal Decree D/80 of 4 Jumada Al-Thani 1444 [28 December 2022], Ministerial Decision for Licence 5 of 9 Sha’ban 1426 [13 September 2005], Approving the Licence of the East Gas Company to Build, Own, and Operate the Dry Gas Distribution Network in the Second Industrial City of Dammam, and clause 9 of annex 1 of Ministerial Decision for Licence 5—above—which states that “the ministry may, as it deems fit, make amendments to the applicable service tariff”,
and in pursuance of public interest,
hereby decides
First
The service tariff for the network of the distribution of dry gas for East Gas Company in the Second Industrial City of Dammam is hereby amended to become 1.53 (one Saudi Riyal and fifty-three Halalah) per million British thermal units of gas added to the local price.
Second
This decision is subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any of its amendments.
Third
This decision comes into force on the date of its publication in the official gazette, and it remains applicable for a period of 5 (five) Gregorian years. It repeals all decisions in conflict with it.
Fourth
This decision must be communicated to those who are required to implement it and act on it.

The terms and conditions applicable in the licence and its annexes apply to all that is not stipulated in the amendments issued in this decision.
Fourth
This decision is subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any of its amendments
Fifth
This decision comes into force on the date of its publication in the official gazette, and continues to be applicable until the contrary is issued. It repeals all decisions in conflict with it.
Sixth
This decision must be communicated to those who are required to implement it and act on it.

based on the powers entrusted to him by law, and after perusal of the Energy Supply Law promulgated by Royal Decree D/80 dated 4 Jumada Al-Thani 1444 [28 December 2022], and annex 1 of licence 2 dated 1423 [2002], Approving the Licence of the Arab Petrochemical Company to Own the Pipeline Existing between Al-Juaima’h and Al-Jubail for the Transport and Operation of Propane (Licence), and annex 2 of the licence amended by Ministerial Decision 2982/P dated 17 Ramadan 1429 [18 September 2008], and in pursuance of public interest,
hereby decides
First
Annex 1 of the licence is hereby amended in accordance with the map shown in the annex to this decision.
Second
Clauses Second and Seventh of annex 2 of the licence are hereby amended in accordance with the annex to this decision.
Third
The terms and conditions applicable to the licence and its annexes apply to all that is not covered in the amendments issued in this decision.
Fourth
This decision must be subject to all the provisions of the orders, laws, regulations, instructions, procedures, relevant decisions, and any amendments to them.
Fifth
This decision comes into force on the date of its publication in the official gazette, and must act by virtue of it until the contrary is issued. It repeals all decisions in conflict with it.
