With the help of Allah the Almighty
We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,
based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,
after perusal of Shura Council Decision 67/11 dated 21 Rabi Al-Thani 1444,
and after perusal of Council of Ministers Decision 457 dated 2 Rajab 1444,
have decreed as follows
First: The amendments adopted by the Assembly of the International Maritime Organization—in its Resolution A.1152(32) dated 8 December 2021—to the Convention on the International Maritime Organization done at Geneva in 1948 is hereby approved in the form attached.
Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

The Minister of Education,
based on the powers entrusted to him by law,
based on Council of Ministers Decision 237 dated 21 Rajab 1433 [11 June 2012], which stipulates that the Ministry of Education shall review the tuition fees approved by the private schools in accordance with the controls set by the ministry in this regard, and after reviewing the Regulation of Private Schools issued by Council of Ministers Decision 1006 dated 13 Sha’ban 1395 [21 August 1975] and its amendments, and the Rules Governing Tuition Fees in Private and International Schools in the Kingdom issued by Ministerial Decision 102665 dated 16 Rajab 1439 [2 April 2018].
and in pursuance of public interest,
hereby decides
First
The role of the Ministry of Education and the concerned committees is limited to reviewing the controls governing tuition fees, preparing a comprehensive database on private schools and their fees in the Kingdom, receiving and studying complaints in this regard, and developing the necessary procedures to preserve the rights of the student, the school, and the guardian.
Second
The Controls Governing Tuition Fees in Private Schools are hereby adopted in the form attached.
Third
This decision repeals Circular 72366 dated 12 Rajab 1442 [24 February 2021].
Fourth
This decision comes into force on the date of its issuance and repeals all that preceded it and in conflict with it.
Fifth
This decision must be communicated to those who are required to implement it and its original copy is for the private general education agency.
