The Council of Ministers,
after perusal in its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, of Royal Court File 67447 dated 28 Shawwal 1443 [30 May 2022] containing the Minister of Commerce, Chairman of the Supervisory Committee of King Abdulaziz Quality Award Telegram 27629 dated 24 Shawwal 1443 [26 May 2022], regarding amending the Organizational Arrangements of King Abdulaziz Quality Award,
after perusal of the Organizational Arrangements of the King Abdulaziz Quality Award] issued by Council of Ministers Decision 354 dated 27 Jumada Al-Thani 1442 [10 February 2021],
after perusal of the Bureau of Experts of the Council of Ministers Memorandums 272 dated 25 Muharram 1444 [23 August 2022], 862 dated 13 Rabi Al-Awwal 1444 [9 October 2022], and 2008 dated 1 Rajab 1444 [23 January 2023],
after perusal of the Council of Economic and Development Affairs Recommendation 9-6/44/D dated 12 Safar 1444 [9 September 2022],
and after perusal of the General Committee of the Council of Ministers Recommendation 9938 dated 19 Ramadan 1444 [10 April 2023],
hereby decides
First
The Organizational Arrangements of the King Abdulaziz Quality Award, issued by Council of Ministers Decision 354 dated 27 Jumada Al-Thani 1442 [10 February 2021], is hereby amended as follows:
1. Clause Third of the arrangements is hereby amended by the phrase “Minister of Economy and Planning” replacing the phrase “Minister of Commerce.”
2. The preamble to clause Eleven of the arrangements, is hereby amended by the phrase “in the Ministry of Economy and Planning” replacing the phrase “in the authority”, and by the phrase “and the award must have a secretary general chosen by the chairman of the supervisory committee of the award” replacing the phrase “and the governor of the authority is the secretary general of the award”.
3. Article 13(1) of the arrangements is hereby amended by the phrase “Ministry of Economy and Planning” replacing the word “authority.”
Second
The Supervisory Committee of the King Abdulaziz Quality Award shall submit the draft System of the King Abdulaziz Quality Award in accordance with clause Fourteen of the organizational arrangements of the award—issued by Council of Ministers Decision 354 dated 27 Jumada Al-Thani 1442 [10 February 2021]—within a maximum period of twelve months from the date of this decision.
Third
The Saudi Standards, Metrology and Quality Organization shall coordinate with the Ministry of Finance to transfer the financial resources of the King Abdulaziz Quality Award and all relevant documents to the secretariat general of the award.

after perusal in its session chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, of Royal Court File 23552 dated 5 Rabi Al-Thani 1444 [31 October 2022], which included the Minister of Commerce and the Minister of Education Telegram 11516 dated 24 Rabi Al-Awwal 1444 [20 October 2022] regarding their request to transfer the competence to issue education and teaching consulting licenses from the Ministry of Commerce to the Ministry of Education,
after perusal of the Law of the Ministry of Commerce issued by Council of Ministers Decision 66 dated 6 Rabi Al-Thani 1374 [2 December 1954],
after perusal of the Bureau of Experts at the Council of Ministers Memorandum 2162 dated 15 Rajab 1444 [6 February 2023],
after perusal of the Council of Economic and Development Affairs Minutes 949/44/M dated 3 Sha’ban 1444 [24 February 2023],
and after perusal of the General Committee of the Council of Ministers Recommendation 9485 dated 4 Ramadan 1444 [26 March 2023]
hereby decides
First
The competence of issuing licenses for the education and teaching consulting profession is hereby transferred from the Ministry of Commerce to the Ministry of Education.
Second
The Ministry of Education shall reflect the competence—referred to in clause First of this decision—in the draft Education Law.
Third
The Ministry of Commerce shall continue to exercise the competence of issuing licenses for the education and teaching consulting profession until the draft Education Law enters into force.
