The Council of Ministers,

after perusal in its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, of Royal Court File 27920 dated 7 Rabi Al-Thani 1447 [29 September 2025], which includes the Minister of Municipalities and Housing, Chairman of the Board of Directors of the Real Estate General Authority Telegram 4700002209 dated 3 Rabi Al-Thani 1447 [25 September 2025], regarding the draft Executive Regulation of the Law of Real Estate Ownership by Non-Saudis,

after perusal of the mentioned draft regulation,

after perusal of the Law of Real Estate Ownership by Non-Saudis issued by Royal Decree D/14 dated 19 Muharram 1447 [14 July 2025],

after perusal of Bureau of Experts at the Council of Ministers Memo 1969 dated 26 Jumada Al-Awwal 1447 [17 November 2025], Memo 2554 dated 19 Rajab 1447 [8 January 2026], and Memo 3357 dated 28 Ramadan 1447 [17 March 2026],

after perusal of Secretariat of the Council of Political and Security Affairs Telegram 9949 dated 26 Jumada Al-Thani 1447 [17 December 2025],

after perusal of Council of Economic and Development Affairs Minutes 1/47/MM dated 22 Rajab 1447 [11 January 2026],

and after perusal of General Committee of the Council of Ministers Recommendation 10640 dated 3030 Ramadan 1447 [19 March 2026],

hereby decides

The Executive Regulation of the Law of Real Estate Ownership by Non-Saudis issued by Royal Decree D/14 dated 19 Muharram 1447 [14 July 2025] is hereby approved in the form attached.

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [1 March 1992],

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [20 August 1993],

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [1 March 1992],

after perusal of Shura Council Decision 3/43 dated 7 Rabi Al-Thani 1447 [29 September 2025] and Decision 24/283 dated 18 Shawwal 1447 [6 April 2026],

and after perusal of Council of Ministers Decision 18 dated 1 Muharram 1448 [16 June 2026],

have decreed as follows

First

The Law of Entertainment Activities and Their Supporting Activities is hereby approved in the form attached.

Second

His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned agencies—each within their mandates—shall implement this decree of Ours.

The Board of Directors of the Transport General Authority,

based on the powers entrusted to it by law,

after perusal of the Law of Carriage by Land on Roads issued by Royal Decree D/188 dated 24 Sha’ban 1446 [23 February 2025],

after perusal of the Statute of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,

after perusal of the Executive Regulation for the Activity of Renting Private Cars and the Activity of Brokerage in Renting Private Cars, issued by Board of Directors of the Transport General Authority Decision 14/6TR/2025/4 dated 1 Rabi Al-Awwal 1447 [24 August 2025],

after perusal of Executive Committee Recommendation 1/8/T/2026/4 dated 26 Dhu Al-Qa’dah 1447 [13 May 2026],

and after deliberation, the board hereby decides by circulation the following:

First

The amendment to the Executive Regulation for the Activity of Renting Private Cars and the Activity of Brokerage in Renting Private Cars is hereby approved in accordance with the form attached.

Second

The provisions of the amendment referred to in clause First of this decision hereby apply from the date of its publication in the official gazette.

The Governor of the Zakat, Tax, and Customs Authority,

based on the powers entrusted to him by law,

in pursuance of the interest of work,

after perusal of the Unified Customs Law of the Cooperation Council for the Arab States of the Gulf issued by Royal Decree D/41 dated 3 Dhu Al-Qa’dah 1423 [6 January 2003] and its executive regulation,

and based on the powers entrusted to the director general by the Unified Customs Law and its executive regulation relating to the issuance of requirements, instructions, and controls for a number of customs procedures and the determination of rules and conditions relating to the deposit of goods in warehouses,

after perusal of the Administrative Decision 28624 dated 23 Jumada Al-Awwal 1445 [6 December 2023], Approving the Controls Regulating Customs Procedures,

and Administrative Decision 28918 dated 25 Jumada Al-Awwal 1445 [9 December 2023], Approving the Rules of Bonded Warehouses,

hereby decides

First

The amendments to the Controls Regulating Customs Procedures issued by Administrative Decision 28624 dated 23 Jumada Al-Awwal 1445 [7 December 2023] and its amendments are hereby approved in the form attached to this decision.

Second

The amendment to the Rules of Bonded Warehouses issued by Administrative Decision 28918 dated 25 Jumada Al-Awwal 1445 [9 December 2023] is hereby approved in the form attached to this decision.

Third

This decision must be communicated to those required to implement it, and comes into force on the date of its publication in the official gazette.

King: Circular 817 Amending Article 11 of the Constitution of the King Saud University

We have reviewed the Royal Commission for Riyadh City Telegram 20260510126 dated 23 Dhu Al-Qa’dah 1447 [10 May 2026] regarding the request to amend Article 11 of the Constitution of King Saud University, and the clarifications made in this regard. and the Chairman of the Bureau of Experts at the Council of Ministers Letter 8951 dated 16 Dhu Al-Hijja 1447 [2 June 2026], to which Memo 4173 dated 16 Dhu Al-Hijja 1447 [2 June 2026] is attached, which contains the recommendation to amend the mentioned article to read as follows: “Decisions to appoint members of the board and the president of the university must be submitted to the Prime Minister, and such decisions are not effective until approved by him.”

We hereby inform you of our approval of the request of the Royal Commission for Riyadh City to amend article 11 of the Constitution of King Saud University, in accordance with the form proposed by the Bureau of Experts at the Council of Ministers in its mentioned memorandum. So complete the actions required by it.

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

have decreed as follows

First

The amendment to the Law of Combatting Terrorism Crimes and Its Financing issued by Royal Decree D/21 dated 12 Safar 1439 [1 November 2017] is hereby approved in the form attached.

Second

His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of mandate—shall implement this decree of Ours.
