The Council of Ministers,
after perusal of its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, Royal Court Transaction 8649 dated 5 Safar 1444 [2 September 2022], which includes the Minister of Tourism, Chairman of the Preparatory Committee for Activities and Events Telegram 728 on the sidelines of the Qatar 2022 event, dated 1 Jumada Al-Awwal 1444 [29 August 2022], regarding the state bearing the costs of electronic services that are obtained in return for the issuance of an entry visa to the Kingdom for the holders of the fan card “Hayya” for the Qatar 2022 World Cup event,
after perusal of Royal Orders 2581 and 2582 dated 10 Muharram 1444 [8 August 2022],
after perusal of Bureau of Experts at the Council of Ministers Memorandum 720 dated 3 Rabi Al-Awwal 1444 [29 September 2022].
after perusal of Council of Economic and Development Affairs Minutes 265/44/M
dated 8 Rabi Al-Awwal 1444 [4 October 2022],
and after perusal of the General Committee of the Council of Ministers Recommendation 2608 dated 13 Rabi Al-Awwal 1444 [9 October 2022],
hereby decides:
Approving that the State bears the costs of electronic services—related to the e-visa services platform at the Ministry of Foreign Affairs—that are obtained in return for the issuance of an entry visa to the Kingdom for the holders of the fan card “Hayya” for the World Cup Qatar 2022, issued in this regard by Royal Orders 2581 and 2582 dated 10 Muharram 1444 [8 August 2022],

The Minister of Finance,
based on the powers entrusted to him by law,
based on Royal Decree D/128 dated 13 Dhu Al-Qa’dah 1440 [16 July 2019], Approving the Government Tenders and Procurement Law,
based on article 13(2) of the Government Tenders and Procurement Law, which stipulates that “the minister shall approve the forms of tender documents, pre-qualification documents, forms of contracts, forms of evaluating the performance of contractors, and any other document required by the nature of the works or purchases.”
and after perusal of Ministerial Decision 1440 dated 12 Rabi Al-Thani 1441 [10 December 2019],
hereby decides
First
A clause titled “Training and Knowledge Transfer” in section Seven “Detailed Scope of Work” of the Model Conditions and Specifications Booklet “Consulting Services”, is hereby introduced in accordance with the form attached to this decision.
Second
New paragraphs in “First: Conditions for the Work Team” of the “Work Team” in section Eight “Specifications” of the Model Conditions and Specifications Booklet Form “Consulting Services”, are hereby inserted in accordance with the form attached to this decision.
Third
This decision must be communicated to those required to implement it and act on it, starting from the date of its publication on the official gazette.
