after perusal of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [2 March 1992],

after perusal the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [2 March 1992],

and after perusal of Royal Order O/146 dated 1 Rabi Al-Awwal 1442 [18 October 2020],

and in pursuance of public interest,

we hereby order the following

after perusal of Royal Order O/61 dated 1 Rabi Al-Awwal 1444 [27 September 2022],

based on the matters presented to us by His Royal Highness the Crown Prince the Prime Minister on 28 Shawwal 1445 [7 May 2024] regarding the convening of the Council of Ministers meeting if neither we nor the chairman of the council are present, the meeting must be chaired by the eldest of the royal highness members of the council who are present.

and after perusal of the Basic Statutes Committee Minutes 25 dated 15 Dhu Al-Qa’dah 1445 [23 May 2024],

and in pursuance of public interest,

we hereby order the following

First

The prescribed Council of Ministers meeting—if not attended by us, by the chairman of the council, or by any of his deputies—must be held under the chairmanship of the eldest members of the council who are present from sons of the founder, King Abdulaziz bin Abdulrahman Al-Faisal Al-Saud, including the descendants, as an exception to the provision of article 7 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993] regarding the chairmanship of meetings of the Council of Ministers. The decisions issued at such meetings must be signed by the chairman of the council.

after perusal of Royal Order 36347 dated 30 Jumada Al-Thani 1440 [8 March 2019],

and after perusal of the Statutes Committee Minutes 15 dated 23 Dhu Al-Qa’dah 1445 [31 May 2024],

and in pursuance of public interest,

we hereby order the following

First

The enforcement of the provisions of article 11(b) of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993], regarding the exercise by the vice minister of the powers and functions of the minister in his absence, must be as follows:

1. The general vice minister replaces the minister.

2. In the event of the vacancy or absence of the position of the general vice minister, the most senior competent vice ministers replace the minister unless any of them occupies a higher rank.

3. In the absence of a general or competent vice minister, the acting minister replaces the minister.

In all cases, the minister may submit a request to determine who replaces him from among his general or competent vices, and he may agree with the acting minister to exercise some of these powers and tasks, provided that the minister—after agreement with the acting minister—informs the Prime Minister of this.

Second

The provisions of clause First of Our order must not prejudice the provisions of any special statutory provision.

Third

This order of Ours hereby replaces Royal Order 36347 dated 30 Jumada Al-Thani 1440 [8 March 2019].

Fourth

This order of Ours must be communicated to the competent entities for adoption and implementation.

after perusal of Shura Council Decision 83/9 dated 22 Rabi Al-Thani 1445 [6 November 2023],

and after perusal of Council of Ministers Decision 536 dated 4 Rajab 1445 [15 January 2024],

have decreed as follows

First

The Regulatory Framework for the Environmental Registration of Financial Products among Regulators of Financial Markets in the States of the Cooperation Council for the Arab States of the Gulf is hereby approved in the form attached.

Second

His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

after perusal of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [19 March 1993],

after perusal of the Regions Law issued by Royal Order O/92 dated 27 Sha’ban 1412 [19 March 1993],

after perusal of the Law of Ministers, Vice Ministers, and Employees of the Excellent Grade issued by Royal Decree D/10 dated 18 Rabi Al-Awwal 1391 [13 May 1971],

after perusal of Royal Order O/14 dated 3 Rabi Al-Awwal 1414 [21 August 1993],

we hereby order the following

First

His Royal Highness Prince Salman bin Sultan bin Abdulaziz Al-Saud is hereby appointed Prince of Al-Madinah Al-Munawwarah Region with the rank of minister.

Second

This order of Ours must be communicated to the competent entities for adoption and implementation.

Mr Zuhair bin Mohammed bin Abdullah Al-Zoman is hereby appointed Assistant to the President of the Human Rights Commission with the excellent grade.
