We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,

after perusal of Shura Council Decision 87/14 dated 19 Jumada Al-Awwal 1444,

and after perusal of Council of Ministers Decision 467 dated 9 Rajab 1444,

have decreed as follows

First: The Cooperation Agreement between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Energy of the Republic of Uzbekistan in the Field of Energy signed in Jeddah Governorate on 19 Muharram 1444, corresponding to 17 August 2022, is hereby approved in the form attached.

Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,

after perusal of Shura Council Decision 243/39 dated 14 Dhu Al-Qa’dah 1443,

and after perusal of Council of Ministers Decision 479 dated 9 Rajab 1444,

have decreed as follows

First: The amendment to article 2 of the Law of Private Health Institutions issued by Royal Decree D/40 dated 3 Dhu Al-Qa’dah 1423 is hereby approved as follows:

1. The owner of a clinic must be a Saudi doctor, must specialise in the nature of the work of the clinic, must supervise it, and must be available full-time for it.

2. Every polyclinic, medical laboratory, radiology centre, or day surgery centre must have a supervisor and he must meet the following conditions:

(a) That he is a doctor or a professional specialised in the nature of the work of the polyclinic, laboratory, or centre, whether he is its owner, one of its partners, or otherwise.

(b) That he is available full-time for this purpose.

(c) That he is a Saudi national. If this condition is not met, the supervisor may be of another nationality as specified by the executive regulation of this law.

3. Every private health institution—in all cases—must have a technical supervisor who specialises in the nature of its work and is available full-time for it.

4. The medical director in hospitals must be a qualified Saudi doctor as specified by the executive regulation of this law.

5. The management of private health institutions is limited to suitably qualified Saudis.

The provisions of paragraphs 4 and 5 of this article do not apply to international medical centres and hospitals—and their branches—in certain cities and governorates in accordance with the controls specified by the executive regulation of this law.

Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.
