Minister of Municipal and Rural Affairs and Housing Decision 4300274450 dated 9 Rabi Al-Thani 1443 [14 November 2021]

Minister of Municipal and Rural Affairs and Housing,

based on the powers entrusted to him by law,

based on article 17 of the Contractors Classification Law issued by Royal Decree D/9 dated 18 Muharram 1443 [26 August 2021], which states that “the Minister shall issue the regulation within 90 days from the date of publication of the law in the official gazette”,

after reviewing the Executive Regulation of the Contractors Classification Law issued by Ministerial Decision 22148 dated 10 Shawwal 1431 [19 September 2010],

the relevant ministerial decisions issued,

and Ministerial Decision 26890 dated 29 Dhu Al-Qa’dah 1440 [1 August 2019], regarding the amendment of some articles of the executive regulations.

hereby decides

First

The Executive Regulation of the Contractors Classification Law is hereby adopted in the form attached.

Second

The executive regulation repeals all provisions that conflict with it.

Third

This regulation must be published in the official gazette, and comes into force from the date of its publication.

Fourth

This decision must be communicated to those who are required to implement it.

Chairman of the Board of Directors of the Zakat, Tax, and Customs Authority

based on the powers entrusted to him by law,

based on Royal Decree D/14 dated 25 Muharram 1443 [2 September 2021], issued to ratify Council of Ministers Decision 70 dated 23 Muharram 1443 [31 August 2021], approving the amendment of the Common Customs Law of the States of the Cooperation Council for the Arab States of the Gulf approved by Royal Decree D/41 dated 3 Dhu Al-Qa’dah 1423 [6 January 2003], and based on Clause Second of Council of Ministers Decision 241 dated 26 Shawwal 1423 [30 December 2002], stipulating that the Minister of Finance (and National Economy) shall issue the executive regulation of the law,

and after perusal of the minutes of the 113th meeting of the Financial and Economic Cooperation Committee held via videoconference on Wednesday 9 Ramadan 1442 [21 April 2021], and Ministerial Decision 2748 dated 25 Dhu Al-Qa’dah 1423 [28 January 2003] Approving the Executive Regulation of the Common Customs Law,

hereby decides

First

The articles of the Executive Regulations of the Common Customs Law approved by the Financial and Economic Cooperation Committee at its 113th meeting are herby amended in their final form (attachment 1).

Second

This decision must be published in the official gazette, and comes into force on the date of its publication, and it must be communicated to whoever is required to implement it.

based on the Law of Municipalities and Villages issued by Royal Decree D/5 dated 21 Safar 1397 [11 February 1977], and the provisions of articles 5 and 48 of the law,

hereby decides

First

The Regulation of Municipal Licensing for Practising Professions and Crafts is hereby adopted in the form attached.

Second

This regulation replaces the regulation issued by Ministerial Decision 20353 dated 1 Ramadan 1431 [11 August 2010] regarding municipal licensing for practising professions and crafts, and repeals all relevant provisions and decisions that in conflict with it.

Third

This regulation must be published in the official gazette, and comes into force from the date of its publication.

Fourth

This decision must be communicated to those who are required to implement it.
