We, Salman bin Abdulaziz Al-Saud,

the King of the Kingdom of Saudi Arabia,

after perusal of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [2 March 1992],

after perusal the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [2 March 1992],

and after perusal of Royal Order O/146 dated 1 Rabi Al-Awwal 1442 [18 October 2020],

and in pursuance of public interest,

we hereby order the following

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993],

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [1 March 1992],

after perusal of Shura Council Decision 81/9 dated 22 Rabi Al-Thani 1445 [6 November 2023] and 279/27 dated 27 Shawwal 1445 [6 May 2024],

and after perusal of Council of Ministers Decision 117 dated 2 Safar 1446 [8 August 2024],

have decreed as follows

First

The amendment of some articles of the Labor Law, issued by Royal Decree D/51 dated 23 Sha’ban 1426 [27 September 2005], are hereby approved in the form attached.

Second

The amendment—referred to in clause First of this decree—enters into force after 180 days from the date of its publication in the official gazette.

Third

The Prime Minister, the ministers, and the heads of independent concerned entities—each within their area of competence—shall implement this decree of Ours.

The Donation Collection Law is hereby approved in the form attached.

Second

The provisions of the law—referred to in clause First of this decision—must apply to national government platforms for collecting donations, insofar as there is no specific text in the provisions regulating them.

Third

The Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

after perusal of Royal Order O/61 dated 1 Rabi Al-Awwal 1444 [27 September 2022],

based on the matters presented to us by His Royal Highness the Crown Prince the Prime Minister on 28 Shawwal 1445 [7 May 2024] regarding the convening of the Council of Ministers meeting if neither we nor the chairman of the council are present, the meeting must be chaired by the eldest of the royal highness members of the council who are present.

and after perusal of the Basic Statutes Committee Minutes 25 dated 15 Dhu Al-Qa’dah 1445 [23 May 2024],

and in pursuance of public interest,

we hereby order the following

First

The prescribed Council of Ministers meeting—if not attended by us, by the chairman of the council, or by any of his deputies—must be held under the chairmanship of the eldest members of the council who are present from sons of the founder, King Abdulaziz bin Abdulrahman Al-Faisal Al-Saud, including the descendants, as an exception to the provision of article 7 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [21 August 1993] regarding the chairmanship of meetings of the Council of Ministers. The decisions issued at such meetings must be signed by the chairman of the council.

Second

This order of Ours must be communicated to the competent entities for adoption and implementation.

First

The Donation Collection Law is hereby approved in the form attached.

Second

The provisions of the law—referred to in clause First of this decision—must apply to national government platforms for collecting donations, insofar as there is no specific text in the provisions regulating them.

A draft royal decree has been prepared in the form attached.

Third

The National Center for the Development of the Non-Profit Sector shall—during the fifth year of implementing the system referred to in clause First of this decision—submit a report that includes the results of implementing the law and the proposals it deems appropriate in this regard.
