With the help of Allah the Almighty

We, Salman bin Abdulaziz Al-Saud, the King of the Kingdom of Saudi Arabia,

based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412,

based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414,

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,

after perusal of Shura Council Decision 286/40 dated 23 Dhu Al-Qa’dah 1444,

and after perusal of Council of Ministers Decision 115 dated 6 Safar 1445,

have decreed as follows

First: Article 28 of the Law of the Service of Personnel issued by Royal Decree D/9 dated 24 Rabi Al-Awwal 1397 is hereby amended as follows: “A personnel shall be paid a travel allowance in accordance with the provisions specified by the executive regulation upon his appointment to service for the first time, his transfer from one region to another within the Kingdom, his transfer from within the Kingdom to abroad and vice versa, or his transfer from one entity to another entity outside the Kingdom, upon sending him on a scholarship, upon his attachment for a period exceeding 6 months, or upon his secondment for a period or periods of 3 months or more.”

Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

The Governor of the Zakat, Tax, and Customs Authority,

based on the powers entrusted to him by law, based on what the interest of work requires, and based on the Common Customs Law of the Cooperation Council for the Arab States of the Gulf articles 89 and 90, issued by Royal Decree D/41 dated 13 Dhu Al-Qa’dah 1423 [16 January 2003], which includes the provisions for temporary admission,

after perusal of article 7 of the Executive Regulation of the Unified Customs System article 7 issued by Ministerial Decision 2748 dated 25 Dhu Al-Qa’dah 1423 [28 January 2003], which stipulates that “the director general shall issue instructions specifying the conditions that must be met to grant temporary admission to the rest of the types of goods mentioned in article 90 of the Common Customs Law, provided that the period of admission does not exceed six months.”

The Controls for the Temporary Admission of Consignments and Postal Packages are hereby approved in the form attached to this decision.

Second

This decision must be communicated to those required to implement it, and comes into force on the date of its publication.

First

The Law of the Rights of Persons with Disabilities is hereby approved in the form attached.

A draft royal decree has been prepared in the form attached.

Second

The Authority for the Care of People with Disabilities, when implementing the provisions related to social and economic support and the like, contained in the law referred to in clause First of this decision, shall harmonise them with what is issued by the Ministerial Committee for the Social Support and Aid System—formed based on clause 8 of the Council of Economic and Development Affairs Decision (4-42/1/D) communicated by the directive contained in Royal Court Telegram 28583 dated 23 Jummada Al-awal 1442 [7 January 2021]—in a manner that does not prejudice the competences of the committee and without prejudice to the provisions of the aforementioned law in clause First of this decision.

after perusal the aforementioned Military Service Council Decision 94,

after perusal of the Military Personnel Service Law issued by Royal Decree D/9 dated 24 Rabi Al-Awwal 1397 [15 March 1977]and its amendments,

after perusal of the Executive Regulation of the Military Personnel Service Law issued by Council of Ministers Decision 324 dated 16 Rabi Al-Awwal 1397 [7 March 1977],

First

Article 28 of the Military Personnel Service Law issued by Royal Decree D/9 dated 24 Rabi Al-Awwal 1397 [14 March 1977] is hereby amended to have the following text:

Second

Clause 12(a) of the Executive Regulation of the Military Personnel Service Law issued by Council of Ministers Decision 324 dated 16 Rabi Al-Awwal 1397 [7 March 1977] is hereby amended to have the following text:

An amount equivalent to one salary upon first appointment for the service of the state, and an amount equivalent to two months salary upon transfer from one region to another domestically or abroad, upon sending him on a delegation, upon his assignment for a period exceeding six months, or upon secondment for a period or periods of three months or more, as consideration for the expenses of his dispatch, that of his family, and the transportation of his luggage and furniture.
