The Governor of the Zakat, Tax, and Customs Authority
based on the powers entrusted to him by law,
after perusal of article 7 of the System of the Zakat, Tax, and Customs Authority issued by Council of Ministers Decision 570 dated 22 Shawwal 1442 [3 June 2021],
after perusal of the Common Customs Law of the States of the Cooperation Council for the Arab States of the Gulf issued by Royal Decree D/41 dated 3 Dhu Al-Qa’dah 1423 [6 January 2003] and its executive regulation, and based on the powers entrusted to the Director General in the Common Customs Law and its Executive Regulation relating to the issuance of requirements, instructions, and controls for a number of customs procedures, and with the aim of unifying the regulatory reference for these procedures,
The Controls Governing Customs Procedures are hereby approved in the form attached to this decision.
These controls hereby repeal all decisions, instructions, and circulars in conflict with them.
This decision must be communicated to those required to implement it, and must be published in the official gazette, and these controls come into force on the date specified for their entry into force.

We, Salman bin Abdulaziz Al-Saud,
King of the Kingdom of Saudi Arabia,
based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [1 March 1992],
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [20 August 1992],
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [1 March 1992],
after perusal of Shura Council Decision 67/8 dated 9 Rabi Al-Thani 1445 [24October 2023],
and after perusal of Council of Ministers Decision 407 dated 14 Jumada Al-Awwal 1445 [28 November 2023],
The addition of a paragraph numbered 8 to article 62 of the Social Insurance Law issued by Royal Decree D/33 dated 3 Ramadan 1421 [29 November 2000], as amended by Royal Decree D/55 dated 10 Jumada Al-Awwal 1438 [7 February 2017], is hereby approved with the following text:
8. The organisation may settle with the violator to exempt him from all or some of the fines stipulated under this article.
His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.

The Minister of Commerce,
based on the powers entrusted to him by law,
and after perusal of article 59 of the Law of Chambers of Commerce issued by Royal Decree D/37 dated 22 Rabi Al-Thani 1442 and its executive regulation,
The Regulation of National and Sectoral Committees of the Chambers of Commerce is hereby issued in the form attached to this decision.
1. The status of the existing national and sectoral committees must be rectified within a period not exceeding six months from the effective date of the regulation.
2. The committees shall terminate in the event that their status is not rectified by the end of the period specified in paragraph 1 of this clause, or at the end of the session of the board of directors of the chamber for sectoral committees, whichever is earlier.
The regulation attached to this decision must be published in the official gazette, and comes into force from the date of its publication.

The Minister of Commerce,
based on the powers entrusted to him by law, and after perusal of:
the Trade Names System issued by Royal Decree D/15 dated 12 Sha’ban 1420 [21 November 1999].
and Royal Decree 86852 dated 18 Dhu Al-Hijja 1444 [7 July 2023], which includes in clause Third: “His Excellency the Minister of Commerce, His Excellency the Minister of State, Member of the Council of Ministers, and Chairman of the Council of the Saudi Authority for Intellectual Property—each in their area of competence and in coordination between them—shall issue controls to approve the use of the name of Saudi Arabia, and the names of cities, regions, and public places, in the trade name or trademark to be registered or any of them, and the approval for registration must be issued in accordance with the legal procedures followed by both parties”,
and in pursuance of public interest,
The Controls for Using the Name of Saudi and the Names of Cities, Regions, and Public Places in the Trade Name are hereby issued in the form attached to this decision.
These controls must be published in the official gazette, and comes into force from the date of its publication.
