We, Salman bin Abdulaziz Al-Saud,
King of the Kingdom of Saudi Arabia,
based on article 70 of the Basic Law of Governance issued by Royal Order O/90 dated 27 Sha’ban 1412 [1 March 1992],
based on article 20 of the Law of the Council of Ministers issued by Royal Order O/13 dated 3 Rabi Al-Awwal 1414 [20 August 1992],
based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412 [1 March 1992],
after perusal of Shura Council Decisions 90/14 dated 19 Jumada Al-Awwal 1444 [13 December 2022] and 30/4 dated 24 Rabi Al-Awwal 1445 [9 October 2023],
and after perusal of Council of Ministers Decision 464 dated 13 Jumada Al-Thani 1445 [26 December 2023],
Article 14 of the Law of Private Health Institutions issued by Royal Decree D/40 dated 3 Dhu Al-Qa’dah 1423 [6 January 2003], is hereby amended to have the following text:
It is required for the license of any of the general polyclinics and the specialised polyclinics to have—at least—a consultant doctor or a deputy doctor as specified by the regulation in each of the licensed main specialties, and at least one nurse must be assigned to each clinic.
His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned entities—each within their area of competence—shall implement this decree of Ours.

The Board of Directors of the Saudi Authority for Intellectual Property, based on the powers and competences entrusted to it by law and on the provisions of article 3(11) of the System of the Saudi Authority for Intellectual Property, approved by Council of Ministers Decision 496 dated 14 Ramadan 1439 [29 May 2018], as amended by Council of Ministers Decision 621 dated 20 Shawwal 1442 [1 June 2021], stipulates that the authority, in order to achieve its objectives, shall licence activities related to the field of work of the authority,
based on article 5 of the regulation referred to above,
and after perusal of the Board of Directors Executive Sub-Committee Recommendation 03/04/2023 dated 19 Jumada Al-Awwal 1445 [22 September 2024],
and in pursuance of public interest,
The Amendment of the Licensing Rules for Providing Intellectual Property Services in accordance with the form of the proposal is hereby approved.
The chief executive officer of the authority is hereby tasked with completing the necessary procedures.
The amended licensing rules must be published in the official gazette, and come into force from the date of its publication.

1. Article 5(7) is hereby amended to have the following text: “He must have a certificate of professional qualification test issued by the authority, with the exception of the case mentioned in the provisions of article 6 of these rules.”
2. Clause (a) from article 6(2) is hereby repealed, which stipulates: “A lawyer who obtains a license to practise the legal profession from the competent body, with professional experience in the field of intellectual property for a period of no less than two years from the date of obtaining a license to practise the legal profession.”
3. Clause (c) from article 6 (2) is hereby repealed, which stipulates: “A holder of a postgraduate degree in the field of intellectual property, and with a work experience of no less than a year in the field of intellectual property.”
4. Article 6(2) is hereby amended to have the following text: “The examiner of requests for protection subjects with previous work experience for a period of no less than five years in the field of examination is exempt from the requirement to obtain a qualification test certificate.”
5. A paragraph in article 6 is hereby added, the order of which is 4, with the following text: “4. The validity of the qualifying test certificate is five years from the date of its issuance.”
6. Article 13(1) is hereby amended to have the following text: “The license is renewed based on an application submitted by the licensee at least thirty days before the expiry date of the license.”
7. A paragraph in article 13, the order of which is 3, is hereby added with the following text: “3. The validity of the qualifying test certificate is required at the time of the application for renewing the license.”
8. Paragraph (c) of article 14 is hereby amended to read as follows: “c. Failure to attend the mandatory training courses or workshops provided by the authority for the benefit of the licensees, unless there are justifications accepted by the authority.”
9. Paragraph (d) of article 14 is hereby repealed, which stipulates: “The licensee must remain outside the Kingdom for a period of more than six consecutive months, unless there are justifications accepted by the authority.”
