The Minister of Transport and Logistics Services, Chairman of the Board of Directors of the Transport General Authority,

based on the powers entrusted to him by law,

after perusal of clause Third of Royal Decree D/188 dated 24 Sha’ban 1446 [23 February 2025],

after perusal of the Law of Carriage by Land on Roads issued by Royal Decree D/188 dated 24 Sha’ban 1446 [23 February 2025],

after perusal of the Statute of the Transport General Authority issued by Council of Ministers Decision 323 dated 14 Ramadan 1434 [22 July 2013] and its amendments,

after perusal of the Executive Regulation for the Activity of Private Passenger Transport by Buses, and the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments in Accordance with the Provisions of the Law of Carriage by Land on Roads and the Executive Regulation for the Activity of Private Passenger Transport by Buses, both issued by board of directors Decision 10/6TR/2025/4 dated 1 Rabi Al-Awwal 1447 [24 August 2025],

and after perusal of board of directors Decision 11/8/2026/4 dated 12 Shawwal 1447 [31 March 2026],

hereby decides

First

The grace period granted to all carriage by land on roads establishments under clause First of the Board of Directors of the Transport General Authority Decision 11/8/2026/4 dated 12 Shawwal 1447 [31 March 2026], exempting them from the requirement stipulated in the executive regulations of the Law of Carriage by Land on Roads issued by Royal Decree D/188 dated 24 Sha’ban 1446 [23 February 2025], to include the names of newly established activities in the commercial registrations as a requirement for obtaining a license, is hereby extended until 27 February 2027.

Second

The grace period stipulated in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments in Accordance with the Provisions of the Law of Carriage by Land on Roads and the Executive Regulation for the Activity of Private Passenger by Buses for article 23(1)(d) of the Executive Regulation for the Activity of Private Passenger Transport by Buses, is hereby extended until 27 February 2027.

Third

This decision comes into force on the date of its issuance, and must be published in the official gazette.

Fourth

The original copy of this decision must be sent to the President of the Transport General Authority to notify him and to take the necessary measures to implement its provisions.

The grace period specified in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, in accordance with article 10(9) of the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, is hereby extended until 27 February 2027.

Second

The grace period specified in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, for article 11(5) of the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, with regard to changing the type of registration from private transport to public transport, is hereby extended until 27 February 2027.

Third

The grace period specified in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, for article 20(5) of the Executive Regulation for Heavy Goods Transport Activities for Commercial and Non-Commercial Purposes, is hereby extended until 27 February 2027.

Fourth

The grace period specified in the Mechanism for Rectifying the Status of Carriage by Land on Roads Establishments for Light Goods Transport Activities for Commercial and Non-Commercial Purposes, for article 20(1) of the Executive Regulation for Light Goods Transport Activities for Commercial and Non-Commercial Purposes, is hereby extended until 27 February 2027.

Fifth

This decision comes into force on the date of its issuance, and must be published in the official gazette.

Sixth

The original copy of this decision must be sent to the President of the Transport General Authority to notify him and to take the necessary measures to implement its provisions.

hereby decides

First

The receipt of applications for licensing and adding cars in the public taxi activity in Makkah Al-Mukarramah, as part of the public taxi vehicle service operation contracts in Makkah Al-Mukarramah City, is hereby resumed, provided that prior approval is obtained from the Royal Commission for Makkah City and Holy Sites.

Second

The validity of the approval mentioned in clause First of this decision is a condition for the validity and renewal of the license. In the event of a breach of this, the license must be suspended in coordination with the Royal Commission for Makkah City and Holy Sites.

Third

This decision comes into force on the date of its issuance.

Fourth

This decision must be published in the official gazette.

Fifth

The Acting President of the General Authority for Transport shall take the necessary measures to implement the decision.

First

Paragraph 30 of part six of the Policy for Determining Fares for Using Public Transport in the Kingdom is hereby amended to be as follows:

In an effort by the General Transport Authority to achieve the optimal balance between passengers and operators (taxi activity licensees and permittees), a methodology has been developed to approve fares for using taxi services as follows:

First

Review—Approve Methodology:

1․ The Transport General Authority shall prepare a proposal for taxi service fares in accordance with the data, review, and analysis of the fares.

2․ The competent authority (Minister of Transport and Logistics Services) shall approve the fares proposed by the authority.

Second

Review-Approval Methodology of the Mechanism for Determining the Fares for Using Taxi Services Via the Electronic Application:

1․ The establishment operating the application shall propose a mechanism for determining the fares for using taxi services via the application.

2․ The Transport General Authority shall review and approve the mechanism for determining the fares proposed by the establishment operating the application.

Third

Taxi activity licensees and permittees and the establishment operating the electronic application shall follow the approved fares, and they must be published—when updated—to the beneficiaries of the service.

Second

These amendments enter into force from the date of their publication in the Official Gazette.

Third

The President of the Transport General Authority shall take the necessary measures to implement the decision.
