The Council of Ministers,
after perusal of Royal Court File 6380 dated 21 Muharram 1448 [6 July 2026], which includes Minister of Education, Chairman of the Saudi Arabian Boy Scouts Association, Telegram 4700333174 dated 5 Rajab 1447 [25 December 2025], regarding his request for approval that the “new” board of directors of the association, after assuming its duties, call the general assembly to convene and elect the remaining members of the board,
after perusal of the Law of Civil Associations and Institutions issued by Royal Decree D/8 dated 19 Safar 1437 [1 December 2015],
after perusal of the Constitution of the Saudi Arabian Boy Scouts Association issued by Royal Decree D/83 dated 25 Rajab 1439 [11 April 2018],
after perusal of Royal Decree D/6 dated 13 Muharram 1447 [8 July 2025],
after perusal of Bureau of Experts at the Council of Ministers Memo 3600 dated 24 Shawwal 1447 [12 April 2026],
after perusal of Council of Economic and Development Affairs Minutes 1693/47/M dated 20 Dhu Al-Qa’dah 1447 [7 May 2026],
after considering Shura Council Decision 488/41 dated 16 Muharram 1448 [1 July 2026],
and after perusal of General Committee of the Council of Ministers Recommendation 1923 dated 18 Safar 1448 [2 August 2026],
hereby decides
Clause First(2) and (3) of Royal Decree D/6 dated 13 Muharram 1447 [8 July 2025]—amending clause Third of Royal Decree D/83 dated 25 Rajab 1439 [11 April 2018]—are hereby amended to read as follows:
“2. The termination of the work of the existing board of directors of the association at the time of entry into force of the law referred to in clause First, after the formation of a new board of directors in accordance with paragraph 1 of this clause.
3. The members—stipulated in paragraph 1(a) of this clause—shall call the general assembly to convene within 120 days to elect the members stipulated in paragraph 1(b) of this clause. In doing so, they may exercise all the mandates and tasks assigned to the board of directors—stipulated in the law referred to in clause First—necessary to call the general assembly to elect the members of the board of directors and to supervise the election process.”
A draft royal decree has been prepared in the form attached.
