The Council of Ministers,
after perusal, in its session chaired by the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al Saud, of Royal Court File 22560 dated 28 Rabi Al-Awal 1444 [24 October 2022], which included the Minister of Human Resources and Social Development, Chairman of the Board of Directors of the Authority of People with Disabilities, Telegram 75091 dated 14 Rabi Al-Thani 1441 [11 Decemebr 2019] regarding the draft Law of the Rights of Persons with Disabilities,
after perusal of the aforementioned draft law,
after perusal the Disability Welfare Law issued by Royal Decree D/37 dated 23 Ramadan 1421 [19 December 2000],
after perusal of the Bureau of Experts at the Council of Ministers Minutes 760 dated 4 Sha’ban 1437 [11 May 2016], Minutes 40 dated 12 Muharram 1439 [2 October 2017], Minutes 1065 dated 7 Sha’ban 1439 [23 April 2017], Minutes 1090 dated 14 Sha’ban 1441 [7 April 2020], Minutes 449 dated 17 Rajab 1442 [1 March 2021], Minutes 218 dated 19 Jummada Al-Awal 1443 [24 December 2021], 182 dated 3 Jummada Al-Thani 1444 [27 December 2022], and Memorandum 3262 dated 3 Dhu Al-Qa’dah 1444 [23 May 2023],
after perusal of Council of Economic and Development Affairs Recommendation 2-12/44/R dated 25 Dhu Al-Hijja 1444 [14 July 2023],
after perusal Shura Council Decision 25/4 dated 21 Rabi Al-Awal 1444 [17 October 2022],
and after perusal of the General Committee of the Council of Ministers Recommendation 1121 dated 29 Muharram 1445 [16 August 2023],
hereby decides
First
The Law of the Rights of Persons with Disabilities is hereby approved in the form attached.
A draft royal decree has been prepared in the form attached.
Second
The Authority for the Care of People with Disabilities, when implementing the provisions related to social and economic support and the like, contained in the law referred to in clause First of this decision, shall harmonise them with what is issued by the Ministerial Committee for the Social Support and Aid System—formed based on clause 8 of the Council of Economic and Development Affairs Decision (4-42/1/D) communicated by the directive contained in Royal Court Telegram 28583 dated 23 Jummada Al-awal 1442 [7 January 2021]—in a manner that does not prejudice the competences of the committee and without prejudice to the provisions of the aforementioned law in clause First of this decision.
