The Council of Ministers,
after perusal of its session held under the chairmanship of the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, Royal Court File 19299 dated 16 Rabi Al-Awwal 1444 [12 October 2022], which includes the Minister of Commerce, Chairman of the Board of Directors of the Saudi Accreditation Center Telegram 9337 dated 10 Rabi Al-Awwal 1444 [6 October 2022], attached to which is the organizational structure of the center, and his request to complete the legal procedures for its approval,
after perusal of the System of the Saudi Accreditation Center issued by Council of Ministers Decision 600 dated 22 Shawwal 1440 [26 June 2019],
after perusal of the Council of Economic and Development Affairs Recommendation 19-14/44/I dated 9 Rabi Al-Thani 1444 [4 November 2022],
after perusal of Bureau of Experts at the Council of Ministers Memorandum 1809 dated 12 Jumada Al-Thani 1444 [5 January 2023],
and after perusal of the General Committee of the Council of Ministers Recommendation 6420 dated 19 Jumada Al-Thani 1444 [12 January 2023],
hereby decides
Article 7(4) of the System of the Saudi Accreditation Center issued by Council of Ministers Decision 600 dated 22 Shawwal 1440 [26 June 2019] is hereby amended to read as follows: “Approving the organizational structure and guide of the center.”

The Minister of Interior, based on the powers entrusted to him by law,
after perusal of Royal Decree D/88 dated 11 Jumada Al-Awwal 1444 [4 January 2023], Amending Article 8 of the Saudi Arabian Nationality Law, which stipulates: “It is permitted to grant Saudi Arabian nationality by order of the Prime Minister based on the proposal of the Minister of Interior” and article 27 of the Saudi Arabian Nationality Law, which stipulates: “The Minister of Interior shall issue the executive regulation of this law”.

First
Article 28 of the Executive Regulation of the Saudi Arabian Nationality Law, which stipulates: “The Minister of Interior shall issue the necessary decisions to grant nationality by virtue of article 8 of the law”, is hereby deleted.
Second
This decision comes into force on the date of its publication in the official gazette.
Third
This decision must be communicated to those who are required to adopt it and act upon it.

The Board of Directors of the Zakat, Tax, and Customs Authority (the “board”),
based on the powers entrusted to it in article 5 of the system of the authority approved by Council of Ministers Decision 570 dated 22 Ramadan 1442,

First: The Amendments to the Excise Tax Executive Regulation issued by the—former—Board of Directors of the General Authority for Zakat and Income Decision 9-1-17 dated 13 Ramadan 1438 are hereby approved in the form attached.
Second: This decision comes into force on the date of its publication in the official gazette, and it must be communicated to those required to implement it.

after perusal of the Law of the Saudi Central Bank issued by Royal Decree D/36 dated 11 Rabi Al-Thani 1442,
after perusal of Royal Order O/325 dated 11 Jumada Al-Thani 1442,
and after perusal of Royal Order O/14 dated 3 Rabi Al-Awwal 1414,
we hereby order as follows
First: His Excellency Dr Fahad bin Abdullah bin Abdullatif Al-Mubarak, Governor of the Saudi Central Bank, is hereby relieved from his position.
Second: His Excellency Mr Ayman bin Mohammed bin Saud Al-Sayari is hereby appointed Governor of the Saudi Central Bank with the rank of minister.
Third: This order of Ours must be communicated to the competent entities for adoption and implementation.

based on article 18 of the Law of the Shura Council issued by Royal Order O/91 dated 27 Sha’ban 1412,
after perusal of Shura Council Decision 87/14 dated 19 Jumada Al-Awwal 1444,
and after perusal of Council of Ministers Decision 467 dated 9 Rajab 1444,
have decreed as follows
First: The Cooperation Agreement between the Ministry of Energy of the Kingdom of Saudi Arabia and the Ministry of Energy of the Republic of Uzbekistan in the Field of Energy signed in Jeddah Governorate on 19 Muharram 1444, corresponding to 17 August 2022, is hereby approved in the form attached.
Second: His Royal Highness the Prime Minister, the ministers, and the heads of independent concerned authorities—each within their area of competence—shall implement this decree of Ours.
