The Council of Ministers,
after perusal of Royal Court File 101399 dated 20 Dhu Al-Hijja 1447 [6 June 2026], which includes the Minister of Education, Chairman of the Board of Directors of the Higher Education Fund Telegram 2108 dated 1 Rabi Al-Awwal 1447 [24 August 2025] regarding the draft Statute of the Higher Education Fund,
after perusal of the mentioned draft statute,
after perusal of the Statute of the Uniiversity Higher Education Fund issued by Council of Ministers Decision 216 dated 8 Ramadan 1421 [4 December 2000],
after perusal of the National Framework for Financial Fees and Charges issued by Council of Ministers Decision 611 dated 22 Sha’ban 1447 [10 February 2026],
after perusal of Bureau of Experts at the Council of Ministers Memo 2121 dated 9 Jumada Al-Thani 1447 [30 November 2025], Memo 3260 dated 20 Ramadan 1447 [26 March 2026], and Memo 1028 dated 5 Rabi Al-Thani 1448 [16 September 2026],
after perusal of Council of Economic and Development Affairs Recommendation 4-2/48/R dated 16 Safar 1448 [1 August 2026],
and after perusal of General Committee of the Council of Ministers Recommendation 3848 dated 16 Rabi Al-Thani 1448 [27 September 2026].
hereby decides
First
The Statute of the Higher Education Fund is hereby approved in the form attached.
Second
The statute—referred to in clause First of this decision—hereby replaces the Statute of the University Higher Education Fund issued by Council of Ministers Decision 216 dated 8 Ramadan 1421 [4 December 2000].
Third
The exercise by the Board of Directors of the Higher Education Fund of its powers stipulated in article 6(13) of the statute—referred to in clause First of this decision—must be in accordance with the National Framework for Financial Fees and Charges issued by Council of Ministers Decision 611 dated 22 Sha’ban 1447 [10 February 2026].
Fourth
The (current) Board of Directors of the University Higher Education Fund—formed under article 3 of the Statute of the University Higher Education Fund issued by Council of Ministers Decision 216 dated 8 Ramadan 1421 [4 December 2000]—shall continue to exercise the functions and powers of the board of directors stipulated in article 6 of the statute referred to in clause First of this decision, until the formation of the board of directors in accordance with article 5 of the statute referred to in clause First of this decision.
Fifth
The Secretary-General of the University Higher Education Fund—stipulated in article 7 of the Statute of the University Higher Education Fund issued by Council of Ministers Decision 216 dated 8 Ramadan 1421 [4 December 2000]—shall continue to exercise the functions and powers of the Chief Executive Officer stipulated in article 8 of the statute referred to in clause First of this decision, until the appointment of the Chief Executive Officer of the Higher Education Fund in accordance with article 8 of the statute referred to in clause First of this decision.
