after perusal of the Travel Documents Law issued by Royal Decree D/24 dated 28 Jumada Al-Awwal 1421 [28 August 2000],

First

The Executive Regulation of the Travel Documents Law is hereby approved in the form attached to this decision.

Second

This regulation hereby replaces the Executive Regulation of the Travel Documents Law issued by Ministerial Decision 7/M dated 23 Ramadan 1422 [8 December 2001] and its amendments.

Third

This decision must be communicated to the relevant authorities, to implement it, each within their mandate.

Fourth

This decision comes into force on the date of its publication in the official gazette.

– The noble directive communicated by President of the Royal Court Telegram 27951 dated 20 Rabi Al-Thani 1446 [23 October 2024], regarding the formation of a technical committee for security-restricted chemicals, headed by the High Commission for Industrial Security, and the membership of a number of entities, which undertakes to review and update the first, second, and third lists of security-restricted chemicals under the Chemicals Management Law and its executive regulation, whose minutes were submitted by the High Commission for Industrial Security Telegram 164557 dated 18 Jumada Al-Thani 1447 [9 December 2025],

hereby decides

First

The addition of a new paragraph numbered 49 to the first list of the Executive Regulation of the Chemicals Management Law is hereby approved in the form attached to the decision.

Second

The addition of a new paragraph numbered 50 to the second list of the Executive Regulation of the Chemicals Management Law is hereby approved in accordance with the form attached to the decision.

Third

This amendment to the lists referred to in First and Second must be implemented within the Executive Regulation of the Chemicals Management Law from the date of issuance of this decision.

Fourth

This decision must be communicated to the relevant authorities, to implement it, each within their mandate.

after perusal of the Explosives and Firecrackers Law issued by Royal Decree D/38 dated 28 Rabi Al-Thani 1428 [15 May 2007] and its executive regulation issued by Ministerial Decision 21913 dated 17 Shawwal 1436 [2 August 2015],

and based on the directive communicated by President of the Royal Court Telegram 6567 dated 23 Muharram 1447 [18 July 2025], which requires the Ministry of Interior to take the necessary measures to review the executive regulation of the Explosives and Firecrackers Law to add the chemical substance (PETN) to the names of explosive materials and their derivatives, firecrackers, and the items specified in the regulation.

hereby decides

First

A new paragraph numbered 7 is hereby added to article 2 of the Executive Regulation of the Explosives and Firecrackers Law with the following text: “The chemical substance (PETN) used in the field of rock cutting for civil purposes.”

Second

A new paragraph numbered 29 is hereby added to article 28 of the Executive Regulation of the Explosives and Firecrackers Law, Safety Requirements when Storing Explosives, with the following text: “The chemical substance (PETN) must be stored in a warehouse separate from the rest of the explosive materials.”

Third

Article 31(2) of the Executive Regulation of the Explosives and Firecrackers Law is hereby amended to read as follows: “Highly sensitive explosive materials such as capsules, detonators, and the chemical substance (PETN), and the like, must not be transported in one container with other explosive materials, unless they are separated in accordance with the technical specifications of the carrier.”

Fourth

This decision must be communicated to the competent entities for adoption, and comes into force on the date of its publication.

This regulation comes into force from the date of its issuance.

The procedures listed in the regulation must be evaluated, provided that periodic meetings are held to develop them when needed.
