after perusal of Council of Economic and Development Affairs Recommendation 5-10/47/R dated 21 Shawwal 1447 [9 April 2026],
and after perusal of General Committee of the Council of Ministers Recommendation 4065 dated 20 Rabi Al-Thani 1448 [1 October 2026],
hereby decides
First
The merger of the General Authority for Foreign Trade and the Saudi Export Development Authority into a single authority named the “General Authority for Foreign Trade and Export”, which reports to the Supreme Committee for Trade, Industry, Localization, and Exports, is hereby approved.
Second
The provision of clause First of this decision hereby applies as of the approval of the Organizational Arrangements of the General Authority for Foreign Trade and Export.
Third
The amendment to the Statute of the Saudi Standards, Metrology, and Quality Organization—issued by Council of Ministers Decision 216 dated 17 Jumada Al-Thani 1431 [31 May 2010]—is hereby approved, as follows:
1. The phrase “Minister of Industry and Mineral Resources” replaces the phrase “Minister of Commerce” in article 2 and article 8(1).
2. Article 8(2) is amended to read as follows: “2. Minister of Commerce—Vice chairman.”
3. A paragraph is added to article 8 to read as follows: “3. The governor—Member.”
The paragraphs of the article are reordered accordingly.
Fourth
The Saudi Standards, Metrology, and Quality Organization, the Local Content and Government Procurement Authority, and the General Authority for Foreign Trade and Export hereby report to the Supreme Committee for Trade, Industry, Localization, and Exports with regard to setting visions, targets, and strategic directions, without prejudice to the provisions of the statute of each authority, including the mandates of their boards of directors.
Fifth
The addition of the Ministry of Environment, Water, and Agriculture to the membership of the Board of Directors of the Local Content and Government Procurement Authority is hereby approved for a period of three years from the date of this decision.
Sixth
The Organizational Arrangements of the Supreme National Committee for Industry at the Council of Economic and Development Affairs issued by Council of Ministers Decision 330 dated 26 Rabi Al-Thani 1446 [29 October 2024] are hereby repealed.
Seventh
The phrase “Supreme Committee for Trade, Industry, Localization, and Exports” hereby replaces the phrases “Localization and Balance of Payments Committee” and “Supreme National Committee for Industry at the Council of Economic and Development Affairs”, and the phrase “Secretary of the Supreme Committee for Trade, Industry, Localization, and Exports” hereby replaces the phrases “Secretary General of the Localization and Balance of Payments Committee” and “Secretary General of the Supreme National Committee for Industry at the Council of Economic and Development Affairs”, wherever any of these phrases appears in laws, statutes, orders, decisions, and directives.
