The Council of Ministers,
after perusal of Royal Court File 31588 dated 19 Rabi Al-Thani 1447 [11 October 2025], which includes the Minister of Finance Letter 3607 dated 16 Rabi Al-Thani 1447 [8 October 2025] regarding the draft Governance of the Examination of Transformation Applications,
after perusal of the mentioned draft governance,
after perusal of the Rules and Arrangements on the Manner of Treatment of Employees and Workers in the Sectors Targeted for Transformation and Privatization issued by Council of Ministers Decision 616 dated 20 Shawwal 1442 [1 June 2021],
after perusal of Bureau of Experts at the Council of Ministers Memo 2647 dated 26 Rajab 1447 [15 January 2026], Memo 4068 dated 30 Dhu Al-Qa’dah 1447 [17 May 2026], and Memo 321 dated 1 Safar 1448 [15 July 2026],
after perusal of Council of Economic and Development Affairs Minutes 13/48/M dated 3 Muharram 1448 [18 June 2026],
and after perusal of General Committee of the Council of Ministers Recommendation 2541 dated 6 Rabi Al-Awwal 1448 [19 August 2026],
hereby decides
First
The Governance of the Examination of Transformation Applications is hereby approved in the form attached.
Second
A committee is hereby formed under the chairmanship of the Ministry of Finance and the membership of the Ministry of Human Resources and Social Development and the Ministry of Economy and Planning, to study transformation applications in accordance with the governance—referred to in clause First of this decision—and to submit the proposed recommendations, to complete the necessary actions in this regard.
Third
The committee referred to in clause Second of this decision shall undertake the following:
1. Reviewing the governance—referred to in clause First of this decision—proposing amendments to it, and submitting them to the Council of Ministers for approval.
2. Adding any government or public entities to the membership of the committee or assigning them to perform specific tasks related to it during the examination of transformation applications.
3. Requesting any relevant data or supporting documents from the entity requesting the transformation.
Fourth
All currently existing transformation applications are hereby referred to the committee referred to in clause Second of this decision.
